Andrew Kaplan joined NYCHA as Deputy Chief of Staff in December 2019 and was appointed Chief of Staff in November 2022. Before joining NYCHA, Andrew was a Policy Advisor in the NYC Mayor's Office where he worked on public housing, affordable housing, and homelessness policy. Andrew has also served as the Co-Director of the Rhodes Artificial Intelligence Lab (RAIL) and as an Urban Fellow at the NYC Mayor's Office of Operations.
Andrew holds a Bachelors of Arts degree in Political Science from Brown University and a Master of Philosophy degree in Comparative Social Policy from the University of Oxford, where he was a Rhodes Scholar. He was born and raised in New York City..
