Andrew Kaplan joined NYCHA as Deputy Chief of Staff in December 2019 and was appointed Chief of Staff in November 2022. As Chief of Staff, Andrew advises the CEO on all aspects of NYCHA strategy and operations, including the planning and implementation of policies, budget allocations, personnel decisions, communications, and day-to-day management of the Authority. Since he joined the Authority, Andrew has been integrally involved in the development, launch, and incubation of NYCHA’s most innovative programs, including real estate initiatives (such as the NYC Public Housing Preservation Trust and public development pilots) and the expansion of NYCHA’s capital project delivery capabilities. Under his leadership, NYCHA created the Authority’s first Office of Policy, which is responsible for coordinating internal and external policymaking across the agency.
Before joining NYCHA, Andrew was a Policy Advisor in the NYC Mayor's Office where he worked on public housing, affordable housing, and homelessness policy. Previously, Andrew also served as an Urban Fellow at the NYC Mayor's Office of Operations. Andrew holds a Bachelors of Arts in Political Science from Brown University and a Master of Philosophy in Comparative Social Policy from the University of Oxford, where he was a Rhodes Scholar. He was born and raised in New York City.
