2026 NOFO

The U.S. Department of Housing and Urban Development (HUD) released the 2026 CoC Notice of Funding Opportunity (NOFO) on June 1, 2026 with an August 26, 2026 due date.

All projects are encouraged to:

Check access to e-snaps - esnaps.hud.gov
Ensure your UEI number is active - SAM.gov

Litigation Update

On August 7, 2026, the US District Court of Rhode Island issued summary judgment in the two lawsuits against HUD regarding the FY 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).

The summary judgment vacates the current NOFO, preventing it from moving forward. Click here to read the full memorandum and order.

This order represents a final decision on the merits by the Court in these lawsuits; however, HUD could still appeal the decision to a higher court.

The NYC CoC will not be taking any further steps at this time in relation to this competition. We are monitoring the situation closely and we will share updates as soon as additional information becomes available.

e-snaps Guidance

All RENEWING and NEW projects must submit applications in e-snaps by July 31st deadline.

PSH projects
- If you are an existing PSH project please submit your renewal (including those that indicated reductions in the intent to renew survey)
RRH transition projects (RRH to TH and RRH to SSO)
- If you are an existing RRH project that submitted a transition application in the local competition and were approved to move forward, submit only your transition application in e-snaps.
Existing SSO
- Please make sure you apply as a NEW SSO project, NOT as a renewal project.
New Projects
- New projects under YHDP needs to be submitted under this funding opportunity name: YHDP Replacement Project Application FY2026.

If you indicated that you will not renew your project via the NYC CoC Intent to Renew Survey, you do not need to submit in e-snaps (no further action is needed).

Local Competition

To prepare for the release of the 2026 NOFO, the NYC CoC held a local competition for new project funding from 4/13/26-5/4/26. The NYC CoC held office hours on 4/17, 4/24 and 5/1 to support the application process.

Complete applications will first be reviewed to ensure they meet threshold criteria, before being read and scored by a New Project Review Committee.

Note: The local competition is closed, and we are unable to accept new project applications at this time. The planning for the 2027 CoC NOFO and local competition will begin in early 2027. We encourage all prospective applicants to remain engaged and get involved!
