The RFPs are open and accepting proposals!

The DYCD COMPASS RFPs are now open and accepting proposals from providers with an Approved HHS Prequalification (PQL) in PASSPort.

On , the Department of Youth & Community Development (DYCD) released two RFPs in PASSPort for the citywide 2026 Comprehensive After School System (COMPASS) program. The RFPs invite nonprofits to bring after-school programming to NYC youth.

The Two COMPASS RFPs in PASSPort

  1. Public School-based RFP option:
    26026P0003-COMPASS Programs in Public Schools
    • For nonprofit providers planning to deliver services in NYC Public Schools (NYCPS) or in charter schools located within NYCPS buildings.
    • For guidance on competition pools, refer to the Competition and Eligible Schools List that’s included in the RFP documents.
  2. Center-based and Non-Public Schools RFP option:
    26026P0004-COMPASS Center-Based and Non-Public School Site Programs
    • For nonprofit providers planning to operate programs in private schools, community centers, religious institutions, public housing, or parks and recreation facilities throughout NYC.

Who Can and Should Submit a Proposal(s)?

  • Nonprofit organizations only.
  • Nonprofit organizations providing, or prepared to provide, after-school youth services in New York City.
  • Nonprofits that are interested, eligible, and qualified to submit a proposal and has an Approved HHS Prequalification (PQL) in PASSPort.

Proposal Due Dates

  • Refer to the due date listed in each RFP to ensure timely submission.
  • Give yourself enough time to prepare the proposal and carefully review it once done; once submitted, your proposal cannot be changed or retracted.
  • Submit your proposal at least one week prior to the due date.

  • Important: DYCD released Round 2 of the COMPASS RFPs on October 31, 2025. Proposals must now be submitted to Round 2 in PASSPort. (Round 1 is closed, so only Round 2 is open for responses.)
  • Learn More About the RFPs:
    • If your nonprofit organization has a PASSPort account and an Approved HHS Prequalification Application in PASSPort, you can access the RFP documents in PASSPort. Log in to PASSPort and go to RFx > Browse My RFx Responses. Click the pencil icon to open a COMPASS RFP. You may be prompted to click two buttons before you can view the RFP: Participate in RFx and I acknowledge receipt of this RFx.
    • Don’t have a PASSPort account? Anyone can view and download the COMPASS RFPs documents offline through the Procurement Navigator. Search for the procurement names (COMPASS RFP names) and click the pencil icon to access an RFP. To submit a proposal, nonprofit organizations must log in to their PASSPort account and have an Approved HHS Prequalification in PASSPort.
