Institutional food purchasing is an enormous lever for change and a critical tool for equity. Both the COVID-19 pandemic and the asylum seeker crisis have underscored the importance of being able to quickly deploy local solutions that are responsive to the specific needs of each community

The Food Retail Expansion Program to Support Health (FRESH) provides zoning and financial incentives for the establishment and retention of grocery stores in underserved communities.

  • Department for Social Services/Human Resources Administration (DSS/HRA): Community Food Connection (CFC) service contract through June 2025 with option to renew for up to 3 years
  • Department of Education (NYC Public Schools): Dairy distribution contract through June 2025, food distribution contract through July 2025, bakery distribution contract through December 2025, misc. product contracts ending November 2023-June 2027
  • Department of Youth and Community Development (DYCD): Child and Adult Care Food Program (CACFP) service contract through June 2026 with option to renew for 3 years
