NYC Department of Finance Names New Chief Information Officer

Caroline Carney has been named Deputy Commissioner and Chief Information Officer


New York, NY— NYC Department of Finance (DOF) Commissioner Preston Niblack today announced a new senior appointment, naming Caroline Carney as Deputy Commissioner and Chief Information Officer (CIO).

“Caroline Carney’s long and proven record of delivering customer-focused and efficient technology services for the City of New York makes her the perfect fit to serve as DOF’s new Deputy Commissioner and Chief Information Officer,” said DOF Commissioner Preston Niblack. “Bringing her wealth of experience and passion to this role, she will lead key tech initiatives for DOF and streamline operations to improve the delivery of government services for New Yorkers. I am excited to have Caroline lead our IT path for the future. Caroline Carney most recently served as acting chief information officer and deputy commissioner for DOF. Under this role she was responsible for overseeing the Department of Finance’s 254 member IT systems, application, network, and cyber security teams that work with focused cadres of consultants to provide the strategic and tactical business solutions required to achieve DOF’s goals of collecting nearly $43 billion annual revenue for the city, providing $3.5 billion in tax relief for property owners, valuing 1.1 million properties, maintaining all public property records, collecting and adjudicating all parking tickets, managing the City’s treasury with operating cash balances of more than $10 billion, and enforcing the City’s civil laws. She also worked with the DOF Commissioner and the Mayor’s Office of Technology and Innovation on a special project to evaluate DOF’s customer service technology platform to ensure it delivers customer- focused, easy, and efficient services.

As the new CIO and Deputy Commissioner, she will continue these responsibilities of overseeing DOF’s Finance Information Technology organization, which provides support for all facets of the agency’s computer systems, applications, data security, and network infrastructure while delivering IT solutions to meet DOF’s objectives and the needs of New Yorkers.

Prior to joining the Department of Finance in 2017, Caroline worked for 10 years in City IT leadership roles, including as acting chief of staff of the Mayor’s Office of Technology and Innovation and earlier in IT director positions for DoITT and for NYC 311. She holds a Federal CIO Certificate from Carnegie Mellon University and a Bachelor of Arts in political science from Trinity College.
