Dr. Robert Gonzalez to serve as Deputy Commissioner of Training and Development

Criminal justice expert combines extensive law enforcement experience with outstanding academic credentials

East Elmhurst, NY – DOC has appointed a new Deputy Commissioner of Training and Development, Dr. Robert Gonzalez. Dr. Gonzalez will be responsible for the daily operation of DOC’s major organizational and program component: its training academy. Additionally, Dr. Gonzalez will oversee and support all recruit and in-service leadership development and promotional training for the department’s uniform and non-uniform workforce. Dr. Gonzalez will leverage analytics to improve training and infuse law enforcement best practices to improve the department’s training division.

Dr. Gonzalez has three decades of criminal justice experience, including rising through the ranks of the NYPD, where he started as a Police Officer and retired as the Assistant Commissioner in their Training Bureau. Throughout a career filled with accomplishment, Dr. Gonzalez has been an Assistant Professor at St. John’s University specializing in criminal justice, an instructor at several additional colleges and universities, and recently served in the New York State Attorney General’s office as the Deputy Police Chief of Policy & Planning and Training in the Investigations Division.

Dr. Gonzalez also worked on a wide range of projects including internationally, at the behest of the U.S. State Department, Dr. Gonzalez supported the development of a new police training curriculum; created a 2-day first responder course for patrol officers following the tragic events of September 11, 2001; and served as an academic dean at the University of Phoenix.

“The Deputy Commissioner of Training is an essential position for rebuilding this agency through improving our workforce’s professional development and bringing about higher proficiency in correctional best practices,” said DOC Commissioner Louis A. Molina. “Dr. Gonzalez’s impeccable academic credentials and law enforcement experience will serve this agency well as we enhance our training methods with strategies that are measurable and therefore proven to work.”

“I am excited to be a part of Commissioner Molina’s team of top-notch correctional leaders,” said Dr. Gonzalez. “I am looking forward to ‘Preparing the Boldest’ by incorporating best practices in all facets of training and development at the department.”

"Commissioner Robert Gonzalez was an extraordinarily strong leader when he worked as Assistant Commissioner of the NYPD's Training Bureau,” said Dr. James O’Keefe, retired NYPD Deputy Commissioner and St. John’s University Professor of Criminal Justice and Homeland Security. “As a key member of my management team, he was one of my most trusted leaders to run the bureau's operations, where we successfully trained thousands of members of the service, from all ranks, every day.  His professional background, with a doctorate in Education and his experience rising through the ranks in the NYPD, made him uniquely qualified to train our members. I am confident Dr. Gonzalez will make a great addition to the DOC leadership team."

“I have known Dr. Robert Gonzalez for years in my capacity at the Lieutenants Benevolent Association union and have always found him to be an extremely knowledgeable and dedicated law enforcement professional,” said Louis Turco, president of the Lieutenants Benevolent Association. “Dr. Gonzalez has a wealth of experience that will be an asset to the training division of the NYC Correction Department.”
