UPDATE

Follow-up  – Local Law 10 of 2026: 2-Hour Mental Health Awareness Course Added to Site Safety Training Renewal Options

Effective August 1, 2026, eligible renewal options for Site Safety Training (SST) Worker and Supervisor cards are updated to include the 2-Hour Mental Health Awareness course.

The 2-Hour Mental Health Awareness course may be used to renew a Site Safety Training (SST) card when completed together with either the 2-Hour Tool Box Talks course or the 2-Hour Pre-Task Meeting course. This is a procedural update to SST card renewal and does not modify the requirements of Local Law 10 of 2026. 

Not all SST card renewal options are affected by this update. Only Site Safety Training (SST) Worker Card Renewal Option 2 and Site Safety Training (SST) Supervisor Card Renewal Options 1 and 3 are affected. All other SST renewal options remain unchanged.

Reminder: 2 -Hour Drug and Alcohol Awareness may not be delivered beginning August 1,2026. 2-Hour Mental Health Awareness replaces it.

Local Law 10 of 2026

Local Law 10 of 2026 went into effect May 3, 2026, requiring mental health and wellness, suicide risk and prevention and alcohol and substance misuse topics to be added to Site Safety Training (SST). Additional information includes:

  • For SST cards that expire on or after May 3, workers may renew their expired SST cards up to 1 year after the card’s expiration. Workers will still not be able to use their card on-site until it is renewed.
  • 40-Hour Site Safety is an equivalent to 30-Hour OSHA.

Local Law 196 of 2017

As a requirement of Local Law 196 of 2017 in order to work on a site that requires a Site Safety Plan and a designated Construction Superintendent, Site Safety Coordinator, or Site Safety Manager:

  • Workers must be able to submit a Site Safety Training (SST) card demonstrating proof that they have received a minimum of 40 hours of safety training defined by the Department.
  • Supervisors (Site Safety Managers, Site Safety Coordinators, Construction Superintendents, and Competent Persons) must be able to submit a Supervisor Site Safety Training (SST) card demonstrating that they have received a minimum of 62 hours of safety training defined by the Department.

NYC construction workers and supervisors can complete their Site Safety Training (SST) courses through any DOB-Registered Course Provider authorized to issue SST cards. SST cards are valid for five years from the date of issuance.

Who needs safety training?

Local Law 196 of 2017 requires that construction and demolition workers on job sites with a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager must have a total of 40 hours of training.

To Obtain a Site Safety Training (SST) Temporary Card

Workers who have taken 10-Hour or 30-Hour OSHA in the past 5 years are eligible for a Site Safety Training (SST) Temporary Card, valid for 6 months, during which time the worker must complete the rest of their outstanding training for a Site Safety Training (SST) Worker Card.

Workers who have taken 30-Hour OSHA in the past 5 years or 40-Hour Site Safety or hold a valid SST Worker card need additional training courses, outlined below.

Required Training for Competent Persons

A Site Safety Training (SST) Supervisor Card is required if you serve as the competent person, as specified by Section 3301.13.12 of the New York City Building Code. This section requires a Construction Superintendent to designate a Competent Person for each job site they are responsible for and that the designated Competent Person is always present at the job site where active work occurs.
