Mobile Energy Storage System 

A Mobile Energy Storage System (Mobile ESS) is defined in Section 3.3.9.5 of NFPA 855 as an energy storage system capable of being moved and utilized as a temporary source of power. Unlike a typical stationary energy storage system, which is permanently affixed in one location, a Mobile ESS can be mounted on a trailer and towed to multiple locations for charging, storage, or deployment.

Consequently, a mobile ESS is used similarly to a mobile, diesel-fueled emergency power generator or other types of mobile power systems. Mobile ESS units are typically deployed outdoors for temporary uses or events.

Outdoor Deployment Filing for Mobile ESS

Applicants must submit the following documents to OTCR for approval before the system can be put into operation:

  1. Job or application number for the following DOB permit applications:
    1. Temporary Use Authorization or Temporary Place of Assembly (only required for temporary outdoor gatherings of 200 or more people)
    2. Temporary Structure and Equipment Permit 
    3. Electrical Permit
  2. FDNY Certificate of Approval
  3. A plan set that shows the proposed Mobile ESS deployment
  4. FDNY approval for the temporary event and the deployment of the Mobile ESS
