The New York City Existing Building Code (EBC) was enacted as on January 17, 2026. The law, which was proposed as Intro 1321-2025, governs the alteration and maintenance of existing buildings, amends the Administrative Code of the City of New York, and repeals the 1968 Building Code.
The related Local Law 42 of 2026 amends the city’s other construction codes and establishes the effective date of the Existing Building Code as July 17, 2027.

Until the EBC becomes effective on July 17, 2027, the alteration and maintenance of existing buildings will continue to be regulated by the Administrative Code of the City of New York and the 2022 New York City Construction Codes. At the option of the owner, work on prior code buildings can be performed in accordance with the requirement of the 1968 Building Code as described in Article 101 of the Administrative Code of the City of New York.
