UPDATES

• New Submission Process - Beginning September 1, 2026, EPR filings must be submitted through the EPR Intake Form.

2025 NYC Electrical Code and Open EAB Filings

• All new Electrical Plan Review (EPR) filings submitted to DOB will be reviewed in accordance with the 2025 NYC Electrical Code (NYCEC) starting on December 21, 2025.
  • 1RCNY 4000-01 was also updated on December 21, 2025, to coordinate with the 2025 NYCEC.
• Electrical work that received EPR approval and an electrical permit under the 2011 NYCEC prior to December 21, 2025, will remain subject to the requirements of the 2011 NYC EC during electrical inspections.
• Where EPR is associated with a new building, alteration, or a demolition application, which was filed prior to December 21, 2025, per Buildings Bulletin 2024-008, such electrical work may comply with the 2011 Electrical Code, when requested by the applicant.
  • To be reviewed under the 2011 Electrical Code, an applicant must provide documentation to demonstrate that such applications are diligently pursued to completion. Go to the Submission Details section for more information.
• Electrical Advisory Board (EAB) was eliminated in July 2019. Any open job related to EAB work must comply with the requirements of 1RCNY 4000-01, read the related service notice.
  • For constructed projects, if modification to approved electrical plans is required to account for significant changes noted at the time of inspection, a new submission with the required changes is required to be submitted for review and approval in accordance with 1 RCNY 4000-01, i.e., as new EPR filing.

Electrical Filing Process

• Electrical Work Guidance Document provides an overview for filing electrical work.
• EPR filings must be submitted by a Licensed and Registered Professional Engineer or Licensed and Registered Architect.

Submission Details

• Applicants must complete the EPR Intake Form for Initial filings or Post Approval Amendments (PAA). The form will accept one application per submission.
  • Upon submission, a confirmation email will be sent to the applicant with the EPR job number, required fee and detailed submission instructions.
  • Both the Initial Filing(s) and Post Approval Amendments (PAAs) must be submitted through the EPR Intake Form.
• Filing fees:
  • $650 - Initial filing (New applications, including previously approved EAB jobs now required to file as EPR job)
  • $130 - PAA filing (Amendments to approved EPR applications)
• EPR Submission Package
  • Once filing fee is paid, applicants must reply to the EPR intake email and provide the following documents:

1. Receipt showing the required fee paid for assigned EPR job number.
2. Completed EPR Cover Sheet, signed by the building owner or authorized representative, and signed and sealed by the Professional Engineer (PE) or Registered Architect (RA)
   • An electrical permit by itself is not an acceptable document.
   • If no supporting documentation is provided, the review will be performed under the 2025 NYCEC.
   • If supporting documentation is provided after initial review, a new EPR filing must be submitted.
• Where review is requested under the 2011 NYCEC, the job description must state Requesting review under the 2011 NYCEC, see additional supporting documents.
• Additional supporting documents may include, but are not limited to, DOB job filing number, permits, or inspection reports for other work types. EPR must be specifically related to the application or permit for new building, alteration, or a demolition, and such application or permit must be active or diligently pursued.
3. Electrical plans as described in 1RCNY 4000-01
4. Asbestos documentation
5. Coordination Statement
6. If applicable, a selective coordination report prepared by a professional engineer must be provided for approval. No conditional approvals will be provided.

• Refer to 1-RCNY 4000-01 for complete details on EPR submittal documents.
• Responses to objections must be sent to the examiner to be resolved and cannot be submitted through the EPR Intake form.

Electrical Special Permission Requests (also known as Electrical CCD1 Requests)

• Electrical CCD1 special permission requests must comply with the requirements of 1RCNY 4000-01.
• Electrical CCD1 (also known as Special Permission) Requests are being performed by the respective borough or DOB's HUB office.
• For the CCD1 process, requests made for the 2025 NYCEC must be submitted through DOBNOW.
  • For work allowed to continue use under the 2011 NYCEC, requests must be submitted via pdf. See Service Notice dated 12/04/2023.
