Before you submit your application
In order to use a City hydrant, a business must obtain a reduced pressure zone (RPZ) backflow preventer. The RPZ must be purchased from and installed by a licensed master plumber. The permit application must include the serial number and model number of the RPZ. If the applicant does not have a device installed they must be able to provide proof of a waiver from DEP.

Non-Premises Permit Application
, and submit the application in person along with payment and all applicable prerequisites to one of the DEP borough office identified below.

DEP will typically be able to review the application and provide the applicant with a Non Premises Permit within three business days of their initial visit to one of the borough offices.
