Businesses that lease vehicles must follow New York State laws.

These rules include:
  • Businesses cannot offer discounts in exchange for a customer's help in leasing or selling a vehicle;
  • Businesses must make a blank copy of its lease available to all customers before any transaction;
  • Customer payments cannot be refunded if the lease agreement is broken;
  • Businesses must refund customers and inform them of a right to a refund if a lease application is not approved;
  • Customers must receive refunds within fifteen business days of any offer;
  • Businesses cannot double-lease vehicles;
  • Customers must receive notification in writing if they are responsible for lost or damaged vehicles; and
  • Retail lease agreements must be in writing, signed by the customer and an employee of the business.
