About

Health, Department of State
Hospices and palliative care facilities must have a certificate to operate in New York State. This certificate is from the New York State Department of Health (NYSDOH).

Facilities can provide home or inpatient care. They must have a Certificate of Need (CoN) before applying for the Operating Certificate. The CoN proves that a facility meets a public need, is run by qualified people, and is financially solvent.
