Gasoline Transport Vehicles Requirements

Business owners and operators of vehicles that deliver gasoline to any gasoline dispensing site within New York City are required to be equipped with a stage 1 vapor collection system, a system in which gasoline vapors are forced from a tank into a vapor-tight holding system, or an equivalent system. This includes vehicles that transport gasoline either to or from any gasoline loading terminal or gasoline bulk plant.

Business owners should become familiar with the Rules of the City of New York (RCNY) Title 15, Chapter 4 which describes specific requirements on the following:
  • Gasoline transport vehicle pressure
  • Leakage (maximum allowed)
  • Pressure Vacuum Testing
  • Record Keeping
  • Reciprocity with other States
Failure to comply with the requirements concerning the transportation of gasoline within New York City might result in significant financial penalties as set forth in the Rules of the City of New York (RCNY) Title 15, Air Code Penalty Schedule.
