Anthony P. Coles, Senior Advisor to Mayor Rudolph W. Giuliani, issued the following statement regarding today's decision by the Port Authority of New York and New Jersey to award a $930 million design and construction contract for a light-rail line to John F. Kennedy International Airport to a team composed of Skanska USA, Bombardier Transit Corporation and Perini Corporation.
"This project cannot begin until a final agreement is reached with the City. The Mayor must be certain that the project will be in the best interest of all New Yorkers, not just the Port Authority. At present, a final agreement has not been reached and by making this announcement prematurely the Port Authority, once again, is placing its own priorities over the priorities of New York City. This is exactly why the City will be best served when John F. Kennedy International and LaGuardia International Airports are liberated from the Port Authority management."
