MAYOR GIULIANI APPOINTS JANICE B. TAYLOR AS DIRECTOR OF THE MAYOR'S OFFICE FOR PEOPLE WITH DISABILITIES
Mayor Rudolph W. Giuliani has announced the appointment of Janice B. Taylor as Director of the Mayor's Office for People with Disabilities (MOPD). Prior to her appointment Ms. Taylor served as Special Counsel of the New York City Trade Waste Commission.
The Office for People with Disabilities develops City policies related to people with disabilities, oversees City compliance with laws and regulations for the disabled, and serves as a liaison between the Administration and the Disability Community. It also advises the Department of Buildings on the implementation of Building Code accessibility provisions.
"Ms Taylor's vast knowledge and full understanding of the needs and concerns of people with disabilities will be a great contribution to the Mayor's Office for People with Disabilities," said Mayor Giuliani. "Her experience and enthusiasm will be invaluable to enhancing already existing services, and creating new programs to improve the quality of life of all New Yorkers living with a disability."
Ms. Taylor is not new to the Office for People with Disabilities, where she served as General Counsel from September 1995 through September 1996. In this capacity, she provided in-house counsel for developing City policies relating to people with disabilities, and for overseeing and assisting City compliance with disability-related laws. Ms. Taylor also advised and provided legal support to City agencies and Mayoral staff on disability issues and policy, researched and prepared legal memoranda analyzing Federal, State, and local laws affecting the rights of people with disabilities; and responded to constituent and inter-governmental inquiries regarding disability law.
From September 1993 through September 1995, Ms. Taylor was a New York State Assistant Attorney General for the Environmental Protection Bureau, where she litigated environmental matters on behalf of client State at trial and appellate levels in a wide range of civil environmental enforcement matters.
Since September of 1996, Ms. Taylor has served as Special Counsel for the New York City Trade Commission, which was created to regulate New York City's private carting industry and to rid the industry of its historical corruption by organized crime.
Ms. Taylor earned her Bachelor of Arts in History from Marymount College in Tarrytown, New York and her Law Degree from PACE University School of Law in White Plains, New York.
