MAYOR GIULIANI REAPPOINTS NINE CRIMINAL COURT JUDGES, THREE CIVIL COURT JUDGES AND ONE FAMILY COURT JUDGE

Mayor Rudolph W. Giuliani today reappointed nine Judges to the Criminal Court, three Judges to the Civil Court and one Judge to the Family Court bench at a City Hall Ceremony.

"The quality of our Judges influences the caliber of our entire justice system," Mayor Giuliani said. "Because the decisions made by these jurists affect the lives of all New Yorkers judicial appointments are among one of my most important responsibilities. The Judges, who stand here today, have demonstrated a commitment to the bench. I am confident that they will continue to contribute to the quality of New York City's judicial system. On behalf of all New Yorkers, I congratulate you on your continued public service."

Criminal Court
Judge John Collins - John Collins has served as a Criminal Court Judge for nearly 20 years and as an acting Supreme Court Justice in the Bronx County Criminal Branch for 15 years. He also serves as an instructor at Fordham College, where he teaches a course in criminal justice systems. Judge Collins received his B.S. from Fordham University and his LL.B from the New York University School of Law in 1963.

Judge Charles J. Heffernan, Jr. - Charles Heffernan, the one-time head of the New York County Narcotics Bureau, was first appointed to the Criminal Court bench in 1990. Judge Heffernan has lectured extensively on criminal justice issues for the National College of District Attorneys, the New York City Police Department and the New York State Bar Association.

Judge Judy Harris Kluger - Judge Judy Harris Kluger was appointed a Criminal Court Judge in 1988. One year later, she was elevated to Deputy Supervising Judge for the New York County Criminal Court. In 1994, Judge Kluger was chosen to be the Midtown Manhattan Community Court's first Judge. After two years of distinguished service, Judge Kluger was designated an acting Supreme Court Justice and appointed Administrative Judge of the New York City Criminal Court, a position she currently holds.

Judge William Leibovitz - Judge Leibovitz was first appointed to the Criminal Court bench in 1988. In 1995, he was elevated to the position of Acting Supreme Court Justice. A graduate of Dartmouth University and the University of Pennsylvania School of Law, Judge Leibovitz has served the City of New York in a variety of capacities including Chairman of the Committee on the Judiciary.

Judge Robert C. McGann - First appointed to the Criminal Court bench in 1986, Judge McGann is currently serving as an Acting Supreme Court Justice, assigned to the Queens County Criminal branch. Judge McGann also serves as an Adjunct Professor of Criminal Justice at St. John's University where he has taught since 1978.

Judge Vincent Quattrochi - Judge Quattrochi has served on the Criminal Court Bench since 1985 and is currently assigned as an Acting Supreme Court Justice in Bronx County. Prior to his appointment to the Criminal Bench, Judge Quottrochi served as Law Secretary to four Criminal Court and Supreme Court Justices from 1968 to 1985.

Judge Martin Rettinger - Judge Rettinger was first appointed to the Criminal Court Bench in 1978. Previously, Judge Rettinger served as a Hearing Officer at the Parking Violations Bureau, an arbitrator in Small Claims Court and an Adjunct Professor at Adelphi University's Graduate School of Business Administration. Judge Rettinger is currently sitting as an Acting Supreme Court Justice in a Trial Part in New York County.

Judge Gerald Sheindlin - Judge Scheindlin is being reappointed to the Criminal Court Bench on which he has served since 1983. Judge Scheindlin has also been designated Acting Supreme Court Justice since 1986 in Bronx County. Before appointment to the Criminal bench, he served as a United States Administrative Judge at the Social Security Administration in Ohio and New York City.

Judge Renee White - Judge White is being reappointed to the Criminal Court bench she has served since 1984. She was a Criminal Court Judge from 1984 to 1988, and since 1989 Judge White has sat as an Acting Supreme Court Justice conducting felony trials. Prior to her appointment to the Criminal Court, she helped establish the Office of Administrative Trials and Hearings and served as an Administrative Law Judge in that office from 1978 to 1984.

Civil Court
Judge Jerome M. Kay - Judge Kay is being reappointed to the Civil Court bench, having served as a jurist since 1970. He has served much of his tenure as an Acting Supreme Court Justice in Kings County.

Judge Jeffrey Lebowitz - Judge Lebowitz has served on the Civil Court bench since 1993. He has been assigned to the Queens Criminal Court, where he presides over cases involving domestic violence and related issues. Judge Lebowitz was previously Law Secretary to Supreme Court Justice Philip Chetta.

Judge Robert M. Stolz - Judge Stolz was appointed a Civil Court Judge and assigned to the New York County Criminal Court in 1995. He formerly served as Assistant United States Attorney for the Eastern District of New York, where he headed the Frauds Section.

Family Court
Judge Robert F. Clark - Judge Clark has served on the Family Court bench since 1989. He has taught family court practice and procedure to child protective service caseworkers and attorneys at the Cornell Family Life Development Center from 1980 to 1989. Judge Clark is a member of the New York State Family Court Judges Association, the Richmond County Bar Association and the Staten Island Women's Bar Association.
