MAYOR GIULIANI SIGNS COUNCIL BILL NO. 1029, NAMING "MONCHITO PLACE" IN BROOKLYN IN HONOR OF COMMUNITY ACTIVIST JOSE PASCUALY

REMARKS BY MAYOR RUDOLPH W. GIULIANI AT PUBLIC HEARING ON LOCAL LAWS

The next bill before me, Introductory Number 1029, sponsored by Council Members McCabe, Albanese, Abel and three of their colleagues, would add, through the posting of an additional sign, the name "Monchito Place" on 5th Avenue, between 44th Street and 45th Street, in Brooklyn.

Jose Pascualy was born on September 8, 1938, in Mayaguez, Puerto Rico. He lived there for nine years until his family decided to move to New York City.

Jose Pascualy, better known as "Monchito," was a resident and active member of the Sunset Park community for many years. When Jose Pascualy reached the age of 21, he opened up a neighborhood flower shop on 5th Avenue in Sunset Park, Brooklyn. Later, he opened the "Monchito Wedding Center and Bakery" at 4419 5th Avenue, which is also the building where he and his family resided.

Community Service was his trademark. Among his activities were organizing the 72nd Precinct's annual Halloween Party and Police Appreciation Day, as well as helping to organize local little league baseball activities.

Jose Pascualy died November 22, 1995, in Sunset Park. He is survived by his wife, Gladys, and their son, Jose Jr.

Accordingly, as a tribute to the service and memory of Jose Pascualy, this legislation names 5th Avenue, between 44th Street and 45th Street, where Mr. Pascualy's home and business were located, as "Monchito Place."

For the reasons previously stated, I will now sign this bill.
