MAYOR BLOOMBERG APPOINTS ANDREA S. GLICK AS CHIEF PROCUREMENT OFFICER

Mayor Michael R. Bloomberg today announced that Andrea S. Glick will serve as Chief Procurement Officer and Director of the Mayor’s Office of Contract Services. Glick is currently the First Deputy Director of the Mayor’s Office of Contract Services and has worked in City government since 1989, and in the Office of Contract Services since 1999. Glick has overseen the implementation of key initiatives including the Automated Procurement Tracking system, which converted the procurement process from a cumbersome, paper-based system to a digital format that has made the process faster, more efficient, and completely transparent. Glick has played a key role in strengthening the vendor integrity process, and assisting not-for-profit organizations in meeting their disclosure and other contracting responsibilities. As Director, Glick will continue the conversion to paperless procurement and continue the office’s work to improve transparency and leverage the City’s purchasing power to reduce costs and improve the level of service to New Yorkers. Glick will replace Marla Simpson, who announced she would leave City service this month.

“Andrea has played an essential role in our work to increase oversight of the contracting process to ensure those doing business with the City measure up to our standards,” said Mayor Bloomberg. “Her years of experience and expertise will allow her to build on our accomplishments and ensure we continue to deliver this vital function, which is critical to providing services to thousands of New Yorkers.”

I look forward to using my knowledge and expertise to continue to improve the delivery of these services at a price New Yorkers can afford.”

Glick has served as First Deputy Director of the Mayor’s Office of Contract Services since 2004. She has managed the office’s daily operations, and reviewed the City’s purchases in a range of areas, including public construction works and nonprofit services. Prior to assuming that role, Glick served as the office’s Associate Director and was responsible for implementing the new Citywide Financial Management System. In that role, she also helped lead the pilot for the City’s first e-Government procurement software, laying the foundation for future online purchasing systems.

Before joining the Mayor’s Office of Contract Services, Glick was an Assistant Commissioner and Chief Contracting Officer with the New York City Department of Employment. She served as Chief Contracting Officer at the New York City Department of Finance from 1996 through 1998, and Deputy Chief Contracting Officer at the Department of Homeless Services from 1994 through 1996. Glick first entered city service in 1989 as a Contract Analyst for the Human Resources Administration and was then promoted to Deputy Director of Intergovernmental Relations and Contracts.

In the private sector, Glick served as Assistant Treasurer for the Cash Management and Trade Services Division at Chase Manhattan Bank. She also worked as the Assistant Treasurer in the Securities Services Division at Bankers Trust and as the Operations Manager at the New York City Transit Authority.

Glick earned a Bachelor of Science from Cornell University and a Masters in Administration, Planning and Policy Analysis from Columbia University. She is a licensed certified professional public buyer and social worker.
