Mayor Michael R. Bloomberg today appointed Jeffrey A. Kay as the Director of the Mayor’s Office of Operations.   The Mayor’s Office of Operations publishes the Mayor’s Management Report (MMR), a twice annual report card on the delivery City services, helps oversee the daily operations of City agencies and coordinates initiatives and special projects to improve the delivery of City services.  Jeffrey Kay is replacing Susan Kupferman, who is now the President of MTA Bridges and Tunnels.

“Jeffrey Kay has the skills and experience to lead the Mayor’s Office of Operations,” said Mayor Bloomberg.  “Jeff has done a superb job as a Deputy Director at the Office of Management and Budget and has an outstanding record of successfully managing complex projects.  He attacks issues with both an exacting knowledge of the details and the strategic and tactical vision necessary to navigate the most challenging policy and political problems.  Jeff will be an outstanding Director of the Mayor’s Office of Operations.”

“Serving New York City has been my passion for more than a decade and it is a tremendous honor to take on the responsibility of running the Mayor’s Office of Operation,” said Director Kay.  “During the Mayor’s first term, the MMR was transformed into a user friendly document that succinctly articulated the performance of City services.  I look forward to building on that success and assisting the Mayor in improving the transparency and accountability of our City’s government.”

Director Kay was the Deputy Director for Intergovernmental Affairs at the Office of Management and Budget (OMB) where he oversaw relations with State and Federal Government, the Department of Education’s budget and served as a senior member of the OMB’s management team.  He previously served as an Assistant Director, Legislative Representative and Budget Analyst at OMB.  He holds a BA from the State University of New York (SUNY) at Binghamton and an MA in Public Policy from SUNY Albany.  He lives in Bayside with his wife Melissa, a speech pathologist, and his son Justin.
