MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION EXPANDING FIVE BUSINESS IMPROVEMENT DISTRICTS

Remarks by Mayor Bloomberg at a Public Hearing on Local Law

   “Before me today is Introductory No. 323, sponsored at my request by the Chair of the Committee on Finance, Council Member David Weprin.  This bill will facilitate the continued growth of five existing business improvements districts located in the vicinities of 34th Street (Manhattan), 47th Street (Manhattan), 82nd Street (Queens), Columbus/Amsterdam Avenues (Manhattan) and Flatbush Avenue (Brooklyn). 

“These business improvement districts are examples of how New York City can benefit from partnerships between the public and private sectors.  Introductory No. 323 will enhance the five BIDs by increasing important supplemental services.  The increased services are made possible through special assessments that will be collected by the City and returned through these BIDs.  The special assessments provide the districts’ residents, merchants, visitors and business owners with marketing and promotions, security, maintenance and sanitation, holiday lighting and other important services. The BIDs’ activities also encourage the renewal of New York City’s neighborhoods by keeping them safe and clean and providing supplemental services that improve the quality of life.
 
“I would like to thank the Commissioner of the Department of Small Business Services, Robert Walsh; the Director of BID Operations Eddy Eng; Michael Melamed, Business Improvement District Technical Specialist; and Gale Rohrs, Administrative Attorney with the Department of Small Business Services, for their assistance in guiding this legislation through the approval process.  I also would like to acknowledge Council Member Weprin for his work and assistance on this bill.”
