MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION REQUIRING PLACEMENT OF ALL OFFICIAL CITY PUBLICATIONS ON DORIS WEBSITE

Remarks by Mayor Bloomberg at a Public Hearing on Local Law

“The next bill before me is Introductory Number 119-A, sponsored by Council Members Brewer, Avella, DeBlasio, Diaz, Fidler, Jackson, Lopez, Monserrate, Moskowitz, Perkins, Reyna, Sears, Addabbo and Sanders.  This bill will require the Department of Records and Information Services to place on its website all official publications of City agencies.  This bill represents a unique opportunity to expand the City’s E-government capabilities.  Placing official publications on the Internet will not only make it easier for citizens to access government information, but will also save the City money in the long term.

“Currently, agencies are only required to transmit to the Municipal Reference Library, which is operated by DORIS, copies of their official publications and any reports or publications prepared on their behalf by consultants, after they have been issued or released. Intro. 119-A will require City agencies to transmit to DORIS, in an electronic format, all documents required by law to be published or transmitted to the Mayor or the City Council, after their publication or transmittal; all reports and publications prepared by consultants, after their release by the agency; and, where practicable, those reports required to be published by state or federal law.

“The bill requires DORIS to make these documents available on its website within ten business days after publication, transmittal or release by the agency.  The requirements of Intro. 119-A are applicable to all City agencies, including the Comptroller’s Office, Public Advocate’s Office and the City Council.

“Given the information technology age that we live in, government should be as accessible as possible to the people it serves and this bill is a step in the right direction toward making government information more accessible.”
