MAYOR GIULIANI ANNOUNCES DEVELOPMENT OPPORTUNITIES AVAILABLE FOR 19 CITY PROPERTIES

Commercial, Industrial and Retail Sites Available In Five Different Neighborhoods

Mayor Rudolph W. Giuliani announced today that the New York City Economic Development Corporation is issuing Requests for Proposals (RFP) for the development of 19 City-owned properties totaling more than 640,000 square feet. The properties include a prime vacant site in TribeCa located just east of Battery Park City for high-density commercial office development, and two municipal parking lots in the thriving Kings Highway shopping district in Brooklyn that would be excellent for retail development.

"We have been extremely successful in prompting various industrial, commercial and retail projects by offering the City's under-used properties for private development," said Mayor Giuliani. "We are confident that these offerings will bring a mix of exciting development projects that will generate revenue for the City and provide new jobs for its residents."

Located in five different neighborhoods in Manhattan, the Bronx and Brooklyn, the sites also include two properties in the Morrisania neighborhood of the Bronx, and 11 sites in the highly successful East New York In-Place Industrial Park. Three large sites in The Hub, the principal regional shopping area for the South and Central Bronx, are also included.

"Mayor Giuliani's efforts to privatize City properties and put them back on the tax rolls has been extremely successful," said Deputy Mayor for Finance and Economic Development Robert M. Harding. "Since he took office, the City has sold or leased close to 80 City-owned properties. When completed, the resulting projects are expected to generate more than $3.6 billion in private investment and more than 15,000 new jobs."

The RFPs are being issued by the New York City Economic Development Corporation (EDC) on behalf of the City. EDC will use a number of criteria to review and select the winning proposals, such as economic impact on New York City, development team qualifications, financial feasibility, relationship to the community, architectural and urban design and environmental impact.

"Business is booming in New York City thanks to the Giuliani Administration's successful efforts to create and maintain a business-friendly atmosphere," said EDC President Michael G. Carey. "There is no better time for businesses and entrepreneurs to invest in New York City, and these properties offer excellent opportunities."

EDC is the City's primary vehicle for economic development services. Using its real estate and financial resources, EDC helps develop businesses and create jobs throughout the five boroughs. EDC is also responsible for the sale of City-owned land for economic development.

SPRING 2000 REQUEST FOR PROPOSALS -- THE PROPERTIES

1. Tribeca, Manhattan - Site 5 B
This prime 90,500 square-feet vacant site is available for high-density commercial office development. It is located just east of Battery Park City. The thriving Tribeca neighborhood offers a mixture of commercial, residential and institutional amenities, in addition to retail, parking, and open space. The site is easily accessible by subways, PATH trains, ferries and buses, as well as major roadways, bridges and tunnels.

2. Bronxchester, Bronx - Sites 6, 7A & 7B
EDC is seeking retail and commercial development for three vacant sites that are approximately 128,000, 65,000, and 55,000 square-feet The sites are located within The Hub, the principal shopping area for the South and Central Bronx and home to national, regional and major local retailers. The Hub has excellent access to subway lines and bus routes, as well as vehicular access via Third Avenue and the Major Deegan and Bruckner Expressways. The sites are in the Port Morris New York State Economic Development Zone and eligible for wage tax credits and other benefits.

3. Morrisania III, Bronx - Site I & II
These two lots, the major portions of which are vacant, are located in the Morrisania neighborhood of The Bronx which is the focus of several planned or recently completed development projects. Site I is approximately 65,000 square-feet, and Site II is approximately 30,000 square-feet Zoned M1-1, each would be ideal retail development. Both sites are easily accessible via Third Avenue, or the Major Deegan and Bruckner Expressways. They are also convenient to bus routes.

4. East New York In-Place Industrial Park (IPIP), Brooklyn
Eleven industrial sites, ranging from approximately 1,900 to 38,200 square-feet each are being offered for development. This IPIP is already home to more than 100 light manufacturers that employ approximately 2,500 workers. It is adjacent to Atlantic and Jamaica Avenues and easily accessible by mass transit. The East New York IPIP attracts a large and diverse labor pool and has a variety of amenities. The sites are within a New York State Economic Development Zone, making them eligible for business, wage, sales and investment tax credits.

5. Kings Highway, Brooklyn - Municipal Parking Lots #1 and #2
EDC is seeking an anchor retail development for one or both of these lots, which are approximately 43,000 and 22,000 square-feet The lots currently serve the bustling Kings Highway shopping district in the Midwood section of Brooklyn. Because the lots are heavily used, development will be encouraged that also provides a maximum number of parking spaces. The district is surrounded by medium-density residential development and community facilities. The retail mix is made up of national, regional and neighborhood retailers. The sites are convenient to subway and bus routes.
