Igor Yaroslavsky, Associate Commissioner of Budget and Capital Program Management

Igor Yaroslavsky was appointed Associate Commissioner of Budget and Capital Program Management at the New York City Department of Transportation in December 2025. In this position, he oversees the Financial Management and Analysis and Capital Program Management units, which support the delivery of transportation projects and services for New Yorkers across the city every day. Mr. Yaroslavsky oversees the agency’s $1.5 billion annual operating budget and $33 billion ten-year capital plan, as well as the scoping and engineering of NYC DOT’s street reconstruction and resilience capital projects.
Mr. Yaroslavsky joined NYC DOT in 2013, working on the Capital Budget team where he oversaw multiple portfolios before taking on broader responsibility supporting management of the full division. Most recently he was the Chief of Staff to the Executive Deputy Commissioner, assisting with oversight of the agency’s administrative divisions including Budget and Capital Program Management, Contracts, Grants and Fiscal Management, IT & Telecom, Audits, Human Resources, and Facilities Management.
He began his career at American International Group (AIG) as an Underwriting Assistant, supporting the pricing and evaluation of marine insurance policies for vessels big and small.
Mr. Yaroslavsky holds a Master of Public Administration from the Marxe School of Public and International Affairs at Baruch College and a Bachelor of Business Administration in Finance from the Zicklin School of Business at Baruch College. Both degrees together help for a well-rounded picture of the NYC budget outlook.
Mr. Yaroslavsky lives in Brooklyn with his family.
