Madeline Labadie serves as the Chief of Staff, where she is responsible for executive operations and oversees Communications.

Prior to working at NYC DOT, Ms. Labadie was Deputy Chief of Staff to the Mayor, where she specialized in managing multi-agency initiatives to advance citywide priorities. Ms. Labadie oversaw mayoral and citywide event teams, led all large event bids including preparations for the 2026 FIFA World Cup, and led State of the City Address and Ticker Tape Parade operations and production. She also worked closely with NYC DOT in this role, including founding and co-chairing the mayoral E-Micromobility Task Force to reduce lithium-ion battery fires and traffic fatalities, served as City Hall lead for the Mayoral Vision Zero Interagency Task Force, and spearheaded the creation of Trick or Streets and Holiday Open Streets series.

While in City Hall, Ms. Labadie also served as Chief of Staff to the 2025 Mayoral Charter Revision Commission, where she oversaw the successful adoption of four New York City Charter amendments to speed development of affordable housing citywide.

Prior to City Hall, Ms. Labadie served as the Director of Strategic Initiatives at the New York City Taxi & Limousine Commission (TLC) where she led Vision Zero efforts and priority projects under three Commissioners. These policies included rules that established the first-in-the-nation minimum pay standard for tens of thousands of for-hire vehicle drivers, set innovative requirements to ensure wheelchair accessibility in the app-based fleet, and reduced fatigued driving and traffic congestion.

She holds a Master’s of Public Administration from NYU’s Robert F. Wagner Graduate School of Public Service and a Bachelor of Arts in history from NYU. She resides in Brooklyn with her husband and two sons.
