Neighborhood Payment Centers Now Accepting Payments of Water and Sewer Bills

The New York City Water Board and the Department of Environmental Protection (DEP) announced today the establishment of a new customer service initiative that will make it easier for some homeowners to pay their water and sewer bills. The new initiative authorizes CashPoint Network Services, Inc., to accept payments for water and sewer bills at over 50 Neighborhood Payment Acceptance Centers (NPACs) located throughout the five boroughs. The service is offered to both residential and commercial properties and provides owners with convenience, efficiency and immediate proof of payment. CashPoint's NPACs, which also accept payments for New York City real estate taxes and parking violations, charges a fee of 70 cents for the service.

Consumers must bring a copy of their water bill to a participating NPAC. Payment can be made either in cash or by check, and the consumer will receive an immediate receipt for the payment from the vendor. The 50 NPACs are the only locations at which cash will be accepted. Payments are posted to DEP's billing system within two days.

According to DEP Commissioner Joel Miele, "We are making it easier for owners and managers to meet their obligations with regard to payment of their water and sewer bills. This initiative will be a great convenience for those who prefer to pay their bills in person. While we are accepting payments at only 50 NPAC's now, we will be expanding this service to CashPoint's over 400 locations over the next several months."

Diana Chapin, the Executive Director of the New York City Water Board, the entity responsible for collecting payment for water and sewer services in the City said "Our goal is customer service. This program will improve the overall efficiency of the system's collection operations. We will continue to participate with the City's Department of Finance in the evaluation and implementation of other initiatives including payment over the internet."

To locate a nearby NPAC, consumers can call CashPoint's locator number at 917-441-5590. CashPoint's call center can communicate with customers in English, French, Spanish and Russian. Their agents are trained in the acceptance and processing of water bills and in handling inquiries. Their call center is open Monday to Friday from 8 AM to 10 PM and from 9 AM to 5 PM on Saturday.

Since payments for water and sewer services amount to approximately $1.4 billion annually, the selection of a reputable vendor was necessary to provide this service. CashPoint, which has offices in New York City, is among the largest bill payment processing companies in the nation and is a leader in this field. Their clients include many of the telephone, electric, gas and cable companies in the service area.
