Street Activity Permit Process

Street Closing Applications are no longer available at the Community Board 4’s office.  Applications are now available online.  If you are unable to apply online a paper application can be obtained at the Street Activity Permit Office (SAPO) located at: 100 Gold Street, 2nd Floor, New York, New York 10038. 
However, you MUST visit the Community Board’s office to pick up a petition to complete the process.

All applications must be submitted at least twelve (12) weeks / 90 days in advance of the requested date.    

Apply early – Only a limited amount of streets will be allowed to be closed per day - with no rain dates available. ONLY 5 BLOCK PARTIES / STREET CLOSING PER DAY
Block parties can last no longer than 9 hours.  They can start as early as 9am but they MUST end no later than 8pm.  For example: 11am to 8pm; 10am to 7pm; 9am to 6pm

Located at: 1420 Bushwick Avenue, Suite 370, Brooklyn, New York 11207-1422; between the hours of 9:30AM to 4:30PM, Monday thru Friday.

Online applicants can submit applications by going to https://nyceventpermits.nyc.gov/cems/login or by clicking the appropriate links on www.nyc.gov/sapo

Online applicants will still be required to submit a petition from the residences of the block to the Community Board’s Office.  NO applications will be approved without the petition.
The petition MUST have the resident’s name, address and a day time phone number. The petition requires at least 65% of the signatures from the residents on the event’s block.   

Application fees:
Manual Process: $25.00 non-refundable fee payable by money order to the NYC Department of Finance (no personal checks) for hard copy applications received ONLY by the SAPO – 100 Gold Street, 2nd Fl. New York, NY 10038 (The CB does not accept this process)
Online: $25.69 non-refundable fee payable by credit or debit card only

Sound permits may be obtained at the local precinct (83rd Precinct – 480 Knickerbocker Avenue, corner of Bleecker Street) no later than 5 days before the event.  The fee is $45.00 per block party, should you plan to have amplified sound.  All sound permits expire at 7:00PM.

NO applications will be accepted which include: Parades, Street Permits, Religious Ceremonies, Clean-ups, etc. on the following dates:  
NO Sound Permits will be issued by the New York City Police Department for the following dates:

  • Puerto Rican Day Parade Weekend – June 9 – 11, 2017
  • Independence Day – July 4, 2017
  • Dominican Day Parade Weekend – August 11 - 13, 2017  
  • March 17th, 20th, April 10, 11, 14, & 17, May 29th, June 8th , August 3rd, September 4th & 11th, 2017 October, 31, November 7, 11, 23, December 25, 31, etc... (INCLUDING ALL MAJOR HOLIDAYS)
  • The 83rd Pct. has produced a street closing DENIAL LIST.  Please call the Community Board Office at 718-628-8400 for your block status. Please check the status of your block BEFORE applying online.

Multi-block and/or Multi-day Events/or Special Events:  
All applications for multi-block and/or multi-day street events should be filed with the Street Activity Permit Office (SAPO) no later than December 31st of the preceding year of the event.  Please be advised that rain dates or other forms of make up dates will not be accepted for multi-day and/or multi-block events.
Applications for street fairs will ONLY be approved if the event was held in 2016.  

PLEASE NOTE: All Special Events to be held in the 2018 year must be submitted before the December 31, 2017 date.
