Greetings from the Office to End Domestic and Gender-Based Violence

On September 7, 2018, Mayor de Blasio signed Executive Order 36, which expanded the authorities and responsibilities of the Mayor's Office to Combat Domestic Violence (OCDV) and changed the Office name from OCDV to the Mayor's Office to End Domestic and Gender-based Violence (ENDGBV).

As the Office to End Domestic and Gender-Based Violence, we will continue to develop and coordinate a citywide response to intimate partner and family violence, with the expanded authority to address gender-based violence, including sexual assault, stalking, and trafficking – as well as the continuum and intersectionality of these issues. We will also continue to create bridges across criminal justice and social services to coordinate New York City's approaches and system responses to ensure that all survivors have streamlined access to inclusive and critical resources and services.

The expansion of our mission is a multi-stage process that begins with feedback and information gathering from advocates, community stakeholders, and survivors, which will inform our advocacy efforts and recommendations for policies, programming, and best practices citywide. As the Mayor's Office to End Domestic and Gender-Based Violence (ENDGBV), we will continue to advocate for and explore additional programming for survivors in New York City. To begin, we will be working to:

  • Expand services for survivors of trafficking;
  • Conduct a needs assessment to develop recommendations to enhance the City’s response to sexual assault survivors;
  • Release a report on family violence which will help to inform longer-term strategies;
  • Create a citywide outreach team;
  • Create new opportunities for data collection and information sharing;
  • Enhance trainings for City agencies and community partners;
  • Launch an Advisory Committee to review individual case-level data for domestic and gender-based violence fatalities; and
  • Develop a legislative agenda for domestic and gender-based violence.

Survivors in New York City can continue to access services and resources by calling 311, using our online resource portal at nyc.gov/NYCHOPE, or visiting any NYC Family Justice Center.

DV Awareness Month

As we prepare to commemorate Domestic Violence Awareness Month (DVAM), I am heartened that, we, as a City, are more empowered to protect some of the most vulnerable in our communities. I encourage you to add your organization’s events to our DV calendar featured on our website every October. Your fairs, rallies, marches and vigils, trainings, conferences, health/wellness and performing arts events raise critical awareness about domestic violence, enhance access to information, connect survivors to resources and build capacity in communities and with service providers to identify and respond to survivors. From the Brides March on Wednesday, September 26, to the Bronx District Attorney's Office 5K Run/Walk/Roll to End Domestic Violence on Saturday, September 29, and beyond, I look forward to seeing you at DVAM events.

The ENDGBV team and I thank you, our partners, for your unwavering dedication to supporting survivors. We look forward to our continued and new partnerships.

 

WHAT'S NEW

NYC Holds Annual DV Phone Bank on Univision

The Mayor’s Office to ENDGBV partnered with ACS and Univision to answer calls from the public about domestic violence, elder abuse, and related concerns.

Deputy Mayor Herminia Palacio joined phone bank staff, who fielded over 80 phone calls, which ranged on topics from emergency services, to how to help a friend or neighbor. Survivors seeking resources can visit NYC’s DV and GBV resource portal at nyc.gov/NYCHOPE.

NYC Releases 2018 Open Data Report

Over the last year, dozens of City agencies have released datasets to the NYC Open Data Portal, bringing increased transparency to all aspects of the City’s operations. Over 600 new datasets have been published by 38 agencies, including datasets from the Office to END GBV (formerly OCDV).

CDC Releases Report on Lifetime Economic Burden of IPV Among U.S. Adults

The Centers for Disease Control and Prevention used nationally-representative data from their 2012 National Intimate Partner and Sexual Violence Survey (NISVS) to estimate the economic costs to society over the lifetime of all people who report experiencing IPV at some point in their lives.

COMING SOON: NYC's "Balancing You, Me, and Us" Youth Conference

The Mayor's Office to ENDGBV is hosting a conference for young people ages 13-19 on October 19, 2018, in partnership with the NYC Department of Education and NYC Department of Youth and Community Development at John Jay College.

Our goals for the conference include: to create and encourage a better understanding of healthy relationship dynamics and practices, to address the unique intersections of identities, values, and norms that either sustain mutually supportive relationships, or perpetuate unhealthy or abusive relationships, and to provide a safe space for young people to have conversations about challenges they face when navigating relationships.

Deadline Extended to 9/26: NYC Seeking Visual Art for "Response and Resiliency" Art Exhibit

This November, OCDV and the Commission on Gender Equity (CGE) will host an art exhibit showcasing visual art pieces exploring how people move forward from, or respond to, acts of gender-based violence committed against themselves or others. The exhibit is part of NYC’s annual observance of the global campaign, 16 Days of Activism Against Gender-Based Violence. Check the flyer for submission details. Submissions must be received by September 26, 2018.
