REMINDER: Primary election day is next Tuesday, June 22, 2021! Early voting for NYC Primary Elections began on June 12 and continues through June 20. Your Early Voting site may be different from your Election Day poll site, so make sure to check before you go at Voting.NYC. For the first time, New York City voters will use ranked choice voting. This is a crucial election as New Yorkers cast their votes for Mayor, Comptroller, Public Advocate, Borough Presidents, Manhattan District Attorney, and a number of City Council seats. REOPENING UPDATES
Earlier this week, Governor Cuomo announced that most of the remaining NYS COVID-19 restrictions have been lifted. Over 70% of New Yorkers aged 18 or older across the state have received the first dose of their COVID-19 vaccination series marking a tremendous milestone in our collective fight against the coronavirus.
As of June 15, the State’s New York Forward industry guidance on capacity restrictions, social distancing, cleaning and disinfection, health screening, and gathering contact information for tracing purposes are optional in most commercial settings. The industry guidelines for Media Production, Food Services, and more are now archived on the State’s website. NOTE: The industry guidance and social gathering limits continue to apply to Large-Scale Venues (which are now defined as indoor venues that hold more than 5,000 attendees) per Executive Order 202-111. If required by New York State, businesses must complete an online notification form at least five days before a large indoor event.
Unvaccinated individuals must continue to wear face coverings and social distance. New York State adopted the Centers for Disease Control and Prevention’s (CDC) Interim Public Health Recommendations for Fully Vaccinated People, which relaxes the masking and social distancing requirements for “fully vaccinated” people in most locations, except Pre-K to 12 schools, public transit, homeless shelters, correctional facilities, nursing homes, and healthcare settings. “Fully vaccinated” means two or more weeks after receiving the second dose of the Pfizer or Moderna vaccine, the single-dose Johnson & Johnson vaccine or full doses of the COVID-19 vaccines that have been authorized for emergency use by the World Health Organization (e.g., AstraZeneca, Oxford). Nightlife
On Monday, June 21 from 5pm-6pm, the Office of Nightlife is giving a presentation on their first-ever report, which documents the first three years of the office, including its response to the pandemic. The 162 page report illustrates the critical role the office fills for our 24/7 city and sets forth a roadmap that will inform how the city can serve, preserve and lift up this critical sector for years to come. On Wednesday, June 23 from 3pm-4pm, the Office of Nightlife will launch the ELEVATE Nightlife Mental Health Initiative with a forum on healing from collective trauma. You can register to attend here. At the forum, you can learn more about how the Office of Nightlife, in partnership with the Mayor’s Office of Community Mental Health and Backline Care, is working to connect the nightlife community directly with mental health resources and services through the new ELEVATE Nightlife Mental Health Initiative.
Media Production
As of June 15, the NYS DOH Interim Guidance for Media Production During the COVID-19 Public Health Emergency is optional. Productions that choose to continue following the Media Production guidance can find it archived on the State’s NY Forward website. Cast and crew who are not fully vaccinated must continue to wear face coverings and maintain social distance when it does not interfere with a core activity.
In accordance with the changes to State guidance, productions are no longer required to complete a business affirmation concerning compliance with the Media Production Guidance or post a COVID-19 Safety Plan on-site. Arts and Entertainment
The application for City Artist Corps grants is now live and applications for the first cycle close on June 22 at 10am. (The remaining application deadlines are: second cycle – July 20 at 10am; third cycle – August 10 at 10am.) A program of the NYC Department of Cultural Affairs in partnership with the New York Foundation for the Arts with support from the Mayor’s Office of Media and Entertainment, City Artist Corps Grants are intended to support NYC-based working artists who have been disproportionately impacted by COVID-19. The program will distribute one-time $5,000 grants to over 3000 artists to help sustain their practice and engage the public across New York City’s five boroughs this summer beginning July. Artists working in any discipline are eligible to apply.
Open Culture performances continue to roll out in neighborhoods across the city. The program, which runs through October 31, allows ticketed, socially distanced, outdoor performances at nearly 200 street locations throughout the five boroughs. The NYC Open Culture Program Resources page offers tips for planning and preparation for Open Culture events, links to best practices and protocols for live performance developed by unions and performing arts organizations.
NYC Stay Well Pledge: As the New York City reopens, ensuring everyone’s well-being is paramount. In partnership with our colleagues at NYC & Company, we are asking arts, entertainment and hospitality groups and their stakeholders to take the Stay Well Pledge to help the five boroughs reopen responsibly. Taking the Pledge means you agree to adhere to public health protocols and ask your patrons to do the same. We know it will take a community effort to help inspire confidence and educate the public about what we all are doing to ensure a safe and strong reopening.
NYC “Shop Your City” Challenge: The NYC Department of Small Business Services “Shop Your City” Challenge encourages New Yorkers to take a break from big box retailers and shop at local small businesses. New Yorkers can participate in a photo contest to show how they are supporting a local small business for a chance to win a $50 gift card to spend at neighborhood businesses. STATE ASSISTANCE
Applications for the New York State COVID-19 Pandemic Small Business Recovery Grant Program are now live. The Grant Program provides $800 million in assistance for small businesses (including small for-profit independent arts and cultural organizations), experiencing financial hardship as a result of the COVID-19 pandemic. Flexible grants up to $50,000 can be used for operating expenses, including payroll, rent or mortgage payments, taxes, utilities, personal protective equipment, or other business expenses incurred during the pandemic. Over 330,000 small and micro businesses are potentially eligible for this program, including 57 percent of the State’s certified MWBEs. |
The NYS Emergency Rental Assistance Program (ERAP) began accepting applications on June 1. Eligible low and moderate-income households can get up to 12 months of their back rent paid, three months of future rent, and other assistance. There are no immigration status requirements to qualify for the program. NYC’s Human Resources Administration website offers information about the program, as well as a list of organizations that can help New Yorkers with their applications. |
FEDERAL ASSISTANCE
Eligible small businesses, nonprofits, sole proprietors and independent contractors can still apply for a COVID-19 Economic Injury Disaster Loan (EIDL) from the U.S. Small Business Administration (SBA). Learn more about EIDL, the Targeted EIDL Advance and Supplemental Targeted Advance.
SBA began making the first round of Shuttered Venue Operators Grant (SVOG) award decisions. See SBA’s FAQ if you have applied but have not yet been notified of an award. For more information and to view applicant resources, visit the SVOG website. For SVOG application portal technical support such as a password reset, browser suggestions, or how to use the multi-factor authentication with an app and the QR code, applicants can call 1-800-659-2955 or, for the deaf and hard-of-hearing, 1-800-877-8339 and follow the prompts to SVOG assistance.
NYC live-performance venues, businesses, and non-profit organizations applying for SVOG and other federal assistance can access free technical assistance through Curtains Up NYC, a program partnership of MOME and NYC Department of Small Business Services (SBS). Trained counselors are also available for virtual, one-on-one sessions. Information is available on the Curtains Up NYC webpage or 888-SBS-4NYC.
After serving more than eight million small businesses, the general appropriation for the bipartisan Paycheck Protection Program (PPP) ended on May 31. Existing borrowers may be eligible for PPP loan forgiveness. |
COVID-19 UPDATES
The NYS Department of Labor issued guidance on the use of paid sick leave for COVID-19 Vaccine Recovery Time. This guidance states that Labor Law section 196-b allows employees to use sick leave for the recovery of any side effects of the COVID-19 vaccination and section 197-c allows leave to receive vaccinations.

The NYS Department of Health’s COVID-19 Travel Advisory no longer requires asymptomatic travelers entering New York State from another country, U.S. state, or territory to test or quarantine. Fully vaccinated travelers should follow the relaxed CDC travel guidance for fully vaccinated travelers. Quarantine, consistent with the CDC recommendations, is still recommended for all travelers who are not fully vaccinated or have not recovered from laboratory confirmed COVID-19 during the previous three months. Symptomatic travelers must immediately self-isolate and contact the local health department or their healthcare providers to determine if they should seek COVID-19 testing. You can find the nearest testing location here.
All travelers must continue to fill out the Traveler Health Form unless the traveler had left New York for less than 24 hours or is coming to New York from a contiguous state. Contiguous states to New York are Pennsylvania, New Jersey, Connecticut, Massachusetts and Vermont.
