Who is eligible?
The registered owner of the vehicle, the owner’s court-appointed agent, or the lessee of a vehicle who has been designated as liable for judgment summonses by the vehicle’s lessor (“Respondent”) is eligible to participate in the NYC Parking Violations Amnesty Program (“Program”).
Which violations are eligible?
Eligible violations are any parking summonses that were issued before March 1, 2020, and that were entered as judgments by the Department of Finance (“DOF”) for collection in a Civil Court. Camera violations (red light, school speed zone, bus lane) are not eligible.
Can I pay some but not all of the eligible summonses under the program?
Yes, but please be aware that the program requires the entire base fine owed on a particular summons to be paid in full in order for the respondent to participate in and take advantage of the benefits of the program. Any amount paid by a respondent that is less than the full base fine owed on a particular summons as noted in the letter you will receive will be applied to the full amount owed, including all applicable penalties and interest. No portion of the applicable penalties will be waived.
How much must I pay?
You must pay the full base fine amount and the full amount of currently accrued interest owed on a summons as noted in the letter you will receive. Additional penalties will be waived.
When must the payment be made?
The amount must be paid immediately upon agreement with the CityPay terms and conditions, which includes these additional terms and conditions, which together constitute the agreement between the respondent and DOF.
If DOF does not receive a respondent’s payment by May 31, 2021, the full amount owed on all outstanding judgments against the respondent will be due and payable.
At any time after May 31, 2021, DOF may take all legal enforcement actions to collect the full amount owed for all outstanding judgments against the respondent, and no further notice will be required.
How do I apply and pay?
You may apply and pay online at www.nyc.gov/citypay. Online payment is the fastest method of application and payment.
We strongly encourage you to apply for the NYC Parking Violation Amnesty Program and pay your violations at www.nyc.gov/citypay. If you are not able to do so, you may also apply for the program and pay in person with a credit or debit card, e-check, paper check, money order, or cash at any of the following DOF business center locations. Checks or money orders must be payable to “NYC Department of Finance.”

By participating in the program, the respondent admits liability for the parking summons(es) that resulted even by default. The respondent gives up any further rights to challenge the applicable summonses. In addition, the respondent waives all of the following:
What happens when the Department of Finance receives my payment?
When DOF receives timely payment of the amount required to resolve the judgment debt against the respondent, the City will fully release the respondent from further liability for such judgments as follows:
Non-Waiver by DOF: Failure by the Department of Finance to enforce any of its rights upon default herein shall not be deemed a waiver of the right to do so upon any other default.
