Commissioner Kathryn Garcia has promoted Steven Costas to First Deputy Commissioner. A 30-year veteran of Sanitation, FDC Costas is the first Hispanic in the Department’s 88 years to rise through the ranks to the Department’s second-in-command.

Protecting Yourself and Others from Norovirus
Noroviruses are a group of viruses that cause what is commonly known as the stomach flu or gastroenteritis. Symptoms include vomiting, diarrhea, fever, chills and body aches. Spread through close contact with infected people or surfaces, the virus cannot be combated by antibiotics or vaccines. Protect yourself by:
- Washing your hands frequently—especially after using the bathroom, changing diapers, and before preparing or eating food;
- Avoiding putting hands in mouth and in eyes; and
- Immediately using a germ-killing cleanser to remove bodily waste or vomit, and washing soiled clothes in hot soapy water.

Seeking Volunteers to Travel to Puerto Rico
|
The City is mobilizing volunteers to help our fellow Americans in Puerto Rico after Hurricane Maria devastated the island. Residents there are facing severe shortages in water, electricity, gas and food. If interested in volunteering, fill out a quick here. Email questions to DisasterRelief@cityhall.nyc.gov.
Note: Filling out the form indicates your interest but doesn’t commit you to volunteer. Selected volunteers will be asked to commit at least two weeks, not including travel time. After deployment is approved by your supervisor, you will need to use your leave time or agency approved unpaid leave. Depending on local conditions, volunteers may be subject to very basic living conditions (e.g., accommodation in local shelters, tents, limited food options, etc.). In addition, insects can spread disease in Puerto Rico, such as including Zika from mosquitoes. |

Last month, I congratulated First Deputy Commissioner Dennis Diggins on his well-earned retirement. This month, I’m excited to announce the promotion of several new leaders within the agency.
First, Steven Costas has been promoted to First Deputy Commissioner. FDC Costas is a 30-year veteran of the Department and is charged with ensuring the successful expansion of NYC Organics to serve all New Yorkers by the end of next year. In addition, Edward Grayson and Shari Pardini have been promoted to the four-star ranks as Director of the Bureau of Cleaning and Collection and the Director of the Operations Management Division, respectively. Along with the rest of the leadership team, Directors Grayson and Pardini will continue to lead us toward innovative practices and continue to improve the services we provide to New Yorkers. Lastly, Javier Lojan has been promoted to three-star chief in the role of Director of the Personnel Management Division. Please join me in congratulating each of them on their well-deserved promotions.
Building a strong team is a key component in meeting our mandate to keep New York City healthy, safe and clean, particularly as we embrace our role as protectors of our environment. We have come so far; just imagine how much more we can accomplish together.
Also this month, we are wrapping up our 2017 NYC Organics curbside collection expansion. On October 30, we’ll add Queens West 2 and 9 and Queens East 14, marking the end of the largest expansion since the beginning of the program. More than 3.3 million New Yorkers will have regular curbside organics collection service as of the end of the month, and we’re well on our way to achieving our goal of serving all New Yorkers by the end of next year with either curbside collection or convenient neighborhood drop-offs. And, we’re excited to help New Yorkers once again celebrate a greener Halloween with Pumpkin Smash, where residents can help chop, toss, mash, and smash pumpkins to ready them for composting.
