Job Description

DCAS’ Bureau of Capital Construction & Technical Services consists of a team of architects, engineers, elevator mechanics, property managers and project managers who provide services for time-sensitive rehabilitation and maintenance in City-owned buildings and properties.

Its design team performs in-house designs, conducts field inspections, prepares specifications and ensures design compliance with all applicable codes and Local Laws.  This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.

The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget and timelines.  This team assesses field conditions, prepares reports and coordinates meetings with contractors, consultants and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.

We are seeking to hire a licensed engineer who can evaluate existing electrical system conditions and prepare design drawings based on building needs, client agency request and as discussed with Building Operations and the Director of Engineering.  His/her duties will include, but will not be limited to the following:

• Prepare, review and/or file with DOB (Advisory Board, Energy code compliance calculations, etc.) and FDNY the design documents (as applicable). Create, sign and seal construction documents in order to obtain required approvals from agencies having jurisdiction (Landmarks, Design Commission, DOB, etc.).

• Responsible to review the consultants design drawings for the Electrical & Energy code compliance enforced by DOB and shop drawings prepared for construction.

• Perform progress field inspections during the construction phase to ensure proper installation of the electrical equipment per code and contract drawings.  Prepare and submit field reports to DCAS project manager and to the Director of Engineering.

• Perform commissioning of electrical, FA & security systems throughout DCAS facilities with a primary focus on DCAS Capital projects.

• Prepare in-house estimates for change orders and participate in the change order negotiations.

• Provide Capital improvement planning/prioritization recommendations pertaining to electrical systems projects and submit the budget estimate/new needs requests.

• Help the project manager in the review and evaluate consultant/contractor invoices to ensure proper charges and payments are made through projects completion.

Minimum Qualification Requirements

(1) Four (4) years of full-time, satisfactory experience in electrical engineering work; and
(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
A masters degree in electrical engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the electrical engineering experience required in “1" above.
