DOB Rescinds COVID Enforcement Measures

As of July 8, 2021, Buildings has rescinded the guidance allowing enforcement of health and safety rules to help stop the spread of COVID.

The Department has rescinded previously issued Guidance and Buildings Bulletins related to the COVID-19 public health emergency for construction. Due to changes in New York State guidelines, property owners and contractors no longer have to observe the following:

  • DOB Phase 1: Reopening Guidance, previously issued more than a year ago.
  • BB 2020-010: How to reopen construction sites that were shut down due to the pandemic.
  • BB 2020-006: How to secure construction sites that were shut down due to the pandemic.
  • BB 2020-015: The temporary use of hotels by educational institutions as dormitories.
  • BB 2021-008: Determining a headcount of persons for in-door dining or other food services

Now that New York is reopening, you will find these bulletins on the DOB website with a "RESCINDED" stamp on the document. It means that they no longer apply to any projects, moving forward.
