DOB NOW is Fully Operational - Extensions for DOB NOW: Safety Filings

The network issues affecting DOB NOW: Build, Safety, Inspections and BIS Options were resolved on Tuesday, January 5, 2021, and the system is now fully operational. However, due to the intermittent DOB NOW: Safety system outage between December 28, 2020 to January 5, 2021, eligible boiler, elevator and facade compliance filings submitted by January 15, 2021 will be granted refunds for late fees or penalties. For complete information and instructions on how to have these extensions and refunds applied to your filings please read the full Service Notice.

These Extensions Will Apply to the Following Situations:

  • Boiler Inspection Compliance Filings: For reporting cycle 2020, if the system down time impacted the reporting grace period (45-day filing deadline from the inspection date) and it falls within the time period of Dec. 28, 2020 to Jan. 5, 2021.

    • Boiler Affirmation of Correction (AOC) FIlings: If the system down time impacted the reporting grace period (180-day filing deadline from the initial inspection date) and it falls within the time period of Dec. 28, 2020 to Jan. 5, 2021.

  • Elevator Category 1 and Category 5 Periodic Inspection/Test Compliance Filings: For reporting cycle 2020, if the system down time impacted the reporting grace period (60-day filing deadline from the inspection date) and it falls within the time period of Dec. 28, 2020 to Jan. 5, 2021.

    • Elevator Affirmation of Correction (AOC) FIlings: For reporting cycle 2019 or 2020, if the report filing deadline was set to expire completely (late filing 12 months from the date of inspection) between the time period of Dec. 28, 2020 to Jan. 5, 2021.

  • Facade Compliance Filings: For unsafe reports submitted for the current reporting cycle, if the 90-day filing deadline (from the Effective Filing Date of the unsafe TR6) or extension end date (for extensions) of when the amended TR6 or FISP 1 or FISP 2 extension report was due falls within the time period of Dec. 28, 2020 to Jan. 5, 2021.

Reminder: Workers Have Until March 1 to Meet the Local Law 196 40-Hour Site Safety Training Requirement

The deadline for workers on Site Safety Training (SST) construction sites to meet the 40 hours of safety training mandated by Local Law 196 of 2017 is March 1, 2021. DOB encourages workers who have not yet met the SST requirements to not delay in getting the required training. Required training can be obtained through Department-approved SST and/or Occupational Safety and Health Administration (OSHA) classes.

Looking for more information on Local Law 196 (LL196)? Here are some DOB resources that can help:

Does Your Site Have SST Requirements?
Workers, employers, and owners can use DOB's interactive Site Safety Construction Map to locate active SST construction sites and find out if a site requires site safety training.

Locate a DOB-approved SST Training Provider

Need to obtain additional mandatory training hours? Course seekers can now search using DOB's Approved Course Provider Map tool which gives the option to filter through course providers by location, the availability of online training, language, and type of training. Course seekers can also meet the additional LL196 training requirements by taking OSHA 10-Hour or 30-Hour classes from an OSHA-certified training provider.
