MAYOR BLOOMBERG SIGNS LEGISLATION AMENDING THE PLUMBING CODE

Remarks by Mayor Michael R. Bloomberg at a Public Hearing on Local Laws

"Before me today is Introductory Number 807-A, sponsored at the request of the Administration, by Council Members Dilan, Eugene, Gonzalez, Koo, Seabrook, Williams, Jackson, Rodriguez, Dromm, Lappin and Gennaro. This legislation amends the New York City Plumbing Code to bring it up-to-date with the 2009 edition of the International Plumbing Code, with modifications that reflect the unique character of the City.

"Local Law 99 of 2005 and Local Law 33 of 2007 codified the first comprehensive update of the building codes in 40 years, and require the Department of Buildings to revise the codes - including the Plumbing Code - every three years. Introductory Number 807-A recognizes the advances in technology and materials of the past several years. Specific revisions include clarifying requirements for sewage connection to reduce the time needed to obtain a permit; new standards for on-site stormwater disposal that will reduce construction costs for small property owners; and water standards for water recycling systems. These and other improvements offered by this legislation will help to address public health, and reduce some bureaucratic hurdles to make it easier to build while taking into account sustainability and environmental issues.

"The Department of Buildings revised the Plumbing Code through a highly collaborative committee process that included architects, engineers, and representatives from the construction industry, labor, real estate, and government, including the Department of Environmental Protection and the Department of Health and Mental Hygiene.

"I would like to thank Department of Buildings Commissioner Robert LiMandri and his staff, James Colgate, Helen Gitelson, Marinetta Paone, Arthur Cordes, Adam Goold and John Lee, and Olivia Goodman from the Law Department. I would also like to thank NYC Plumbing Technical Committee chairs Robert Benazzi, Robert Sedlak, and Philip Parisi as well as the members of the Committee. Finally, I would like to thank City Council staff Baaba Halm, Laura Rogers, Edward Atkin, and Benjamin Goodman, and the City Council for approving this legislation."
