MAYOR BLOOMBERG SIGNS LEGISLATION REQUIRING THE REPORTING ON USE OF AND APPLICATIONS FOR CITYWIDE TEMPORARY EMERGENCY HOUSING

Remarks by Mayor Michael R. Bloomberg at a Public Hearing on Local Laws

“The final bill before me today is Introductory Number 444-A, sponsored by Council Members Palma, Arroyo, Cabrera, Chin, Dromm,  Ferreras, Fidler, Foster, Jackson, James, Koppell, Lander, Levin, Sanders, Van Bramer, Williams, Mealy, Wills, Brewer, Recchia, Gennaro, Weprin, Barron, Mendez, Mark-Viverito, Vacca, Rodriguez, Greenfield, and Reyna.  Introductory Number 444-A requires the Mayor’s Office of Operations to report data regarding the utilization of and applications for citywide temporary emergency housing and associated services.

“In New York City, various agencies administer facilities that provide services, including temporary emergency housing, to individuals and families who need assistance finding or maintaining stable housing or who do not have a place to sleep overnight.  The Department of Homeless Services, the main provider of temporary emergency housing and associated services, publishes over three hundred data points on its web site, through the City’s homepage, and regular reports to the City Council.

“Other agencies that serve populations seeking temporary housing – The Department of Housing Preservation and Development, The Human Resources Administration, and the Department of Youth and Community Development – also report their usage numbers either on their web sites or in the Mayor’s Management Report.  Introductory Number 444-A will now require that these agencies publish their data in one location – through The Mayor’s Office of Operations’ NYCStat portal.

“This Administration prides itself on transparency, accountability, and service delivery.  Since 2002, City agencies have made a marked improvement in making data available to the public in order to more effectively deliver services and utilize resources.

“I would like to thank Department of Homeless Services Commissioner Seth Diamond, Human Resources Administration Commissioner Robert Doar, Housing Preservation and Development Commissioner Matthew Wambua, and Youth and Community Development Commissioner Jeanne Mullgrav and their respective staffs for their tireless work to serve those who most desperately need emergency services.  I would also like to thank these agencies for working with the City Council on this legislation.”
