MAYOR BLOOMBERG SIGNS LEGISLATION INCREASING TRANSPARENCY AT THE ADMINISTRATION FOR CHILDREN'S SERVICES JUVENILE DETENTION FACILITIES

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

“The next two bills before me today will increase transparency at the Administration for Children’s Services’ juvenile detention facilities.

“The first bill is Introductory Number 37-A, sponsored by Council Members Gonzalez, Brewer, Fidler, James, Koppell, Lander, Nelson, Palma, Recchia, Reyna, Rodriguez, Sanders, Jackson, Foster, Crowley, Halloran, Arroyo, Dilan, Williams, White, Levin and Rose.  Introductory Number 37-A requires ACS to post annually on its web site information on the demographics of ACS detention facilities.  The data will be disaggregated by age, gender, race, zip code of residence, and charged offense.

“The second bill, Introductory Number 153-A, sponsored by Council Members Gonzalez, Barron, Brewer, Chin, Dickens, Dromm, Fidler, Gentile, James, Koslowitz, Palma, Rodriguez, Sanders, Vann, Williams, Foster, Arroyo, Crowley, Dilan, White, Jackson, Levin, and Rose.  Introductory Number 153-A requires ACS to post quarterly on its web site, disaggregated by secure and non-secure detention facility, information on the use of physical and mechanical restraint and room confinement, as well as on injuries and fights.  It also requires ACS to post annual data on allegations of abuse or neglect in juvenile detention facilities, as well as reports received from the State Office of Children and Family Services substantiating claims from years past of abuse or neglect.

“With the enactment of this legislation, New Yorkers across the five boroughs will be able to learn more about the conditions in City juvenile detention facilities, as well as the youth in the care of these facilities.

“I would like to thank Administration for Children’s Services Commissioner John Mattingly and his staff and my Office of City Legislative Affairs for their work on these bills.  I would also like to thank the Council for approving this legislation.”
