STATEMENT OF MAYOR MICHAEL R. BLOOMBERG ON INTRODUCTION OF LEGISLATION TO DEFINE RESIDENTIAL OCCUPANCY TO BETTER PRESERVE RESIDENTIAL HOUSING UNITS

"Legislation introduced in Albany by Senator Liz Krueger and Assembly Member Richard Gottfried will at long last clear up ambiguities in the law that have hindered our ability to take enforcement actions against illegal hotels in order to preserve units of residential housing. Illegal hotels all too often create fire safety and security hazards in residential buildings and create quality of life concerns in residential neighborhoods. The legislation provides a clear definition of what constitutes transient and permanent occupancy, which would allow City agencies to issue summonses and initiate other enforcement actions against illegal hotels.

"Until now, the definitions of permanent and transient occupancies have been shrouded in confusion, and thanks to the collaborative work performed by Senators Krueger, Duane and Squadron and Assembly Members Gottfried, Rosenthal, Glick, Kellner, and Bing, we now have a solution that will support the residential market and still allow new models of transient housing to develop."
