MAYOR BLOOMBERG SIGNS LEGISLATION INCREASING THE ANNUAL PERMIT FEE FOR SOLID WASTE TRANSER STATIONS AND CONTAINER FACILITIES

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

“The first of eight bills before me today is Introductory Number 840, sponsored at the request of the Administration by Council Members Comrie, James, Nelson, Palma, White, Gerson and Arroyo.  Introductory Number 840 increases the annual fee for a permitted non-putrescible solid waste transfer station from $3,500 to $7,000, and for a permitted putrescible solid waste transfer station from $6,500 to $13,000.  Introductory Number 840 also increases the annual registration fee for intermodal solid waste container facilities to $7,000. 

“The current annual fees for solid waste transfer stations and container facilities have not increased in nearly twenty years and since then the Department of Sanitation has enhanced their operational and maintenance requirements for solid waste transfer stations to minimize environmental impacts.  Introductory Number 840 will assist the Department of Sanitation in defraying some of the increased costs associated with its Permit and Inspection Unit which conducts regular inspections of the City’s private transfer stations and intermodal facilities to ensure that they comply with the terms of their permits and registrations, while also protecting the quality-of-life in the neighborhoods surrounding these solid waste facilities.  The proposed fee increase only covers a fraction of the Permit and Inspection Unit’s overall costs and will have no significant impact the operators of transfer stations and intermodal facilities.
