MAYOR BLOOMBERG SIGNS LEGISLATION CLARIFYING BUILDING CODE REGULATIONS FOR TRAINING OF SCAFFOLD WORKERS

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

"The second bill before me today is Introductory 547-A, sponsored at the request of my Administration by Council Members Dilan, Brewer, James, Koppell, Martinez, Nelson, Seabrook, Sears, White, Sanders, Gerson, Baez, Vacca, Jackson, Gentile, Dickens and Oddo.

"Introductory Number 547-A clarifies the Building Code by ensuring that only workers with the required training may erect, modify or use a supported scaffold and imposes liability on anyone who knowingly allows an untrained person to work on these scaffolds.  Furthermore this bill allows the Buildings Department to approve providers of required training for scaffold workers to ensure that all scaffold workers are properly trained.

"The safety of construction workers and the public who traverse the City's streets near construction sites are a top priority of my Administration.  This legislation, which helps ensure the safe operation of scaffolding merely represents the first piece of a larger package of construction safety legislation that my Administration and the Council are drafting.

"I would like to thank Buildings Department Acting Commissioner Bob LiMandri and his staff for their work on this bill.  I would also like to thank the Council for approving this legislation."
