MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION INCREASING FIRE SAFETY BY UPDATING CITY'S ELECTRICAL CODE

Remarks by Mayor Bloomberg at a Public Hearing on Local Law

"The next bill before me is Introductory Number 581-A, sponsored at my request by Council Members Provenzano, Comrie, Weprin and Yassky.  This bill will update New York City's electrical code to bring it in line with the 2002 edition of the National Fire Protection Association's National Electrical Code, also known as the NEC.

"Recognizing the need to bring the City's antiquated electrical code up-to-date, the City Council enacted Local Law 64 of 2001 adopting the NEC as the City's electrical code.  Local Law 64 requires a mandatory periodic revision of the electrical code's technical provisions, thereby ensuring the code remains current and reflects the latest advances in knowledge and technology.  As a result, beginning this year and continuing every third year thereafter, the New York City Department of Buildings is required to submit to the City Council proposed amendments to the code based upon the latest edition of the NEC.

"Introductory Number 581-A amends the City's Administrative Code to adopt a series of amendments to the 2002 edition of the NEC.  These amendments further adapt the national standards to the special requirements of building and construction in New York City.

"This legislation continues the modernization process begun with Local Law 64 of 2001, giving New York City the most up-to-date technical standards in the country while simultaneously contributing to the City's rebuilding efforts.  Above all, this bill demonstrates the effectiveness and utility of public/private partnerships.

"I would like to thank Council Member Provenzano and Commissioner Lancaster for their leadership, Chris Manning of legislative affairs, the members of the advisory committees for their assistance, as well as Louis Bunk, Jon Bosse, Luis Torres, Marzio Penzi and the rest of the Department of Buildings' NYC Model Code Program staff for their work on this legislation."
