MAYOR MICHAEL R. BLOOMBERG ANNOUNCES TENTATIVE LABOR AGREEMENT WITH DETECTIVES ENDOWMENT ASSOCIATION

Mayor Michael R. Bloomberg announced that a settlement has been reached, pending ratification, with the Detectives Endowment Association (DEA) on an overall economic agreement covering approximately 6,500 Detectives in the New York City Police Department. The terms of the agreement covers the period from June 22, 2001 through February 14, 2004.

“This agreement is modeled on the settlements previously reached between the City and its uniformed forces, and it fully comports with the basic parameters for collective bargaining settlements in this round of negotiations,” said Mayor Bloomberg. “I want to thank Commissioner James Hanley, Deputy Commissioner Pamela S. Silverblatt, Deputy Mayor Marc Shaw, and their team for their hard work in getting this contract done.”

The principal features of this agreement include:

  • A 5% increase on the first day of the contract, and another 5% increase, compounded, on the first day of the 13th month of the contract.

  • For Third-grade Detectives, enhancements in the salary schedule effective September 22, 2003 and December 22, 2003, respectively.

  • Effective December 22, 2003, the Welfare Fund contribution for active employees and retirees shall be increased by $100.00 per annum.  Effective February 14, 2004, Welfare Fund Contributions shall be further increased by $200.00 per annum pursuant to the November 1, 2001 Health Benefits Agreement between the City of New York and the Municipal Labor Committee.

  • Effective September 22, 2003, the longevity schedule shall be enhanced at the 10, 15 and 20 year marks.

  • Effective December 22, 2003, the Annuity Fund contribution shall be increased by $130.50 per annum.

  • Additionally, pursuant to the January 22, 2001 agreement between the DEA and the City of New York, the variable supplement fund benefit will be equalized.

This agreement represents the last major contract settlement outstanding from the last round of bargaining.  Funding for this contract was allocated in the budget when the initial Uniformed Forces Coalition Agreement was reached in July 2001.
