MAYOR MICHAEL R. BLOOMBERG SIGNS LEGISLATION EXPANDING RESTRICTIONS ON RIFLE AND SHOTGUN PERMITS

Remarks by Mayor Bloomberg at a Public Hearing on Local Laws

"The last bill before me is Introductory Number 211-A, sponsored by Council Members Yassky, Vallone, Clarke, Davis, DeBlasio, Felder, Fidler, Foster, Gerson, Koppell, Moskowitz, Perkins, Recchia, Seabrook, Sears, and Stewart.

"This bill amends the Administrative Code to expand the existing restrictions on the issuance of a permit to purchase and possess a rifle or a shotgun in the City of New York to include anyone who has been convicted of:

"This legislation still allows the Police Commissioner, in the exercise of his discretion, to deny a permit to an applicant with less than three misdemeanor convictions, when the appropriate circumstances exist.

"Many local, state and federal laws, as well as the City's own internal rules and regulations, already have specific provisions regarding the licensing of firearms, especially as they pertain to incidents of domestic violence. Intro 211-A represents the City's efforts to codify and clarify the various provisions of Federal Law, State Penal and Criminal Procedure Laws, and the State Family Court Act that regulate the licensing of firearms. By doing so, this bill will ensure that the City's rifle and shotgun-licensing law remains an effective mechanism for protecting the general public from individuals who should not be allowed to own firearms, while continuing to protect the rights of responsible firearms owners."
