About MOCS

Procurement is the means by which the City purchases supplies, services, and construction. Supplies include everything from paper and other everyday items used by office workers to the gardening equipment used by parks workers. Services are as varied as foster care for children, janitorial services for City offices, and design services for new buildings. Construction encompasses the rehabilitation of roadways and bridges, the building of new facilities for our water system, and the improvement of playgrounds throughout the City.

Although largely unseen by the public, a well-functioning procurement system is vital to the City's ability to deliver the essential services that its citizens expect and demand. Since its inception in 1988, the fundamental mission of the Mayor's Office of Contract Services (MOCS) has been to assist City agencies in complying with procurement procedures and achieving their programmatic missions, to improve their contract management practices, and to provide technical assistance, particularly in the area of business integrity assessment. MOCS accomplishes its mission by:

  • Working with and overseeing the activities of Agency Chief Contracting Officers (ACCOs) in the development and approval of their procurement actions.

  • Ensuring that the vendors the City does business with are responsible.

  • Maintaining a comprehensive vendor information system known as VENDEX.

  • Supporting continued outreach to the vendor community, and maintaining the Public Access Center where the general public can access public contract information.

  • Conducting public hearings prior to the awarding of contracts.

  • In conjunction with the Financial Information Services Agency (FISA) and most Mayoral agencies, maintaining centralized, Citywide bidder lists, which agencies use to solicit vendors.

In addition, MOCS oversees the operations of the Procurement Policy Board (PPB) and the Franchise and Concession Review Committee (FCRC), as well as the oversight and implementation of other important initiatives such as Prevailing Wage, M/WBE, Apprenticeship Program, and Environmentally Preferable Purchasing.
