"The final bill before me is Introductory Number 955-A, sponsored at the request of the Administration by Council Member Weprin.

"Introductory Number 955-A extends the date for the submission of the Mayor's ten-year capital strategy and the Executive Budget to the City Council by five days from April 26, 2009 to May 1, 2009.  Introductory Number 955-A also makes corresponding adjustments for other Charter mandated actions required during the budget process such as the dates for Borough President budget responses, Independent Budget Office budget analysis and the City Council Executive Budget hearings.  This action is necessary so the City can have the extra time it needs to refine the budget proposal before submitting it to the City Council.
