MAYOR BLOOMBERG SIGNS LEGISLATION AMENDING ARCHAIC SECTIONS OF ADMINISTRATIVE CODE

Remarks by Mayor Michael R. Bloomberg at a Public Hearing on Local Laws

"The final bill before me is Introductory Number 349-A, sponsored Council Members Yassky, White, Sears, Gerson, Garodnick and Liu.  This bill repeals or otherwise amends several provisions of the Administrative Code that are either antiquated or in need of modification.

"Often laws that once were appropriate for conditions that existed years ago might now be outdated, in need of modification, or no longer practical.  Government should monitor and update its laws so as not to burden constituents with provisions that no longer benefit the general public. 

"Introductory Number 349-A seeks to remedy several archaic sections of the Administrative Code, some of which have a particular adverse affect on small businesses.  For example, this bill eliminates the prohibition of laundromats from operating on Sundays, eliminates the requirement for tour guides to submit to a character and fitness examination and provide three letters of recommendation from New Yorkers to get licensed, and allows food vendors to display samples of non-perishable items they sell.

"I would like to thank Department of Consumer Affairs Commissioner Jonathan Mintz and the agency staff who worked on this bill.  I would also like to thank the Council for approving this bill."
