The Housing Court deals exclusively with these kinds of disputes. The State Division of Housing and Community Renewal monitors the city's rent-controlled and rent-stabilized apartments. Harrassment, theft and assault are always illegal, and should be dealt with by the criminal justice system, the local precinct, the Criminal Court or the State Supreme Court. Go to the section on complaints for information on where to file complaints about unacceptable conditions.
