Twenty Tips for a Street-Smart Halloween
Halloween is an exciting holiday for children; it's also a great time to talk to your kids about street smarts. To ensure trick-or-treaters stay safe, NYC DOT and Safe Kids New York City offer these safety tips for kids and motorists.
For Kids
- Kids 10 and under should trick-or-treat with a trusted adult.
- Only trick-or-treat in familiar areas that are well lit.
- Cross streets at corners, using traffic signals and crosswalks.
- Look left, right and left again when crossing; always walk, don't run, when crossing streets.
- Make eye contact with drivers and watch for cars that are turning or backing up.
- Walk on sidewalks or paths; if there are no sidewalks, walk facing traffic as far to the left as possible.
- Never dart out into the street or cross in between parked cars.
- Wear light-colored, flame-retardant costumes decorated with retro-reflective tape or stickers.
- Wear well-fitting, sturdy shoes to prevent trips and falls.
- Carry a flashlight or glow stick to increase visibility to drivers.
- Wear face paint and makeup; a mask can restrict a child's vision.
For Motorists
- Be especially alert in residential neighborhoods.
- Drive more slowly and anticipate heavy pedestrian traffic on and near the road.
- Be sure to drive with your full headlights on so you can spot children from greater distances.
- Take extra time to actively look for kids at intersections, on medians and on curbs.
- Remember that costumes can limit children's visibility and they may not be able to see your vehicle.
- Enter and exit driveways and alleys slowly and carefully.
- Remember that children are excited on this night and may move in unpredictable ways.
- Remember that popular trick-or-treating hours are during the typical rush-hour period, between 5:30-9:30 pm.
- Reduce any distractions inside your car so you can concentrate on the road and pedestrians.

DOT Safety Education Events
Bike Helmet Giveaways and Fittings
DOT will give away free bike helmets while supplies last on October 19 during the Tour de Bronx bike ride, at the Grand Concourse between East 161st Street and East 158th Street, from 8:30 am to 12:30 pm.
We also will be fitting bike helmets for bike messengers in Chinatown on October 29 at 62 Mott Street, from 10:00 am to 1:30 pm. This event is only for bike messengers. You must bring certification from your employer.
You must be present to get a helmet and you must learn how to properly fit and wear it before you receive it. Adults over 18 receiving a helmet must sign a waiver, and a parent or legal guardian must be present to sign a waiver for children under age 18. Supplies are limited. If you cannot attend any of these events you can schedule a fitting for an NYC helmet at one of the DOT's Safety Cities by calling 311.
Free Car Seat Check
Is your child car seat installed properly? Nine out of ten car seats are not. Find out if yours is. Come to a free car seat check on Saturday, November 8 or Saturday, December 13, at Chevrolet-Saturn of Harlem, 2485 Second Avenue at 127th Street, Manhattan, between 11:00 am and 3:00 pm. A trained car seat technician will check your seat and demonstrate correct installation. No appointment is necessary.
If you cannot attend these events call 311 to schedule an appointment for a free child car seat inspection at a DOT Fitting Station. Please note that we cannot accept walk-ins.

Traffic Safety Photo Exhibit
A photo exhibit, "Photovoice: Children's Perspectives on Traffic Safety in Washington Heights," will be on display at the Washington Heights Library, 1000 St. Nicholas Avenue, from October 18 - November 28, in the Children's Room. The photos were taken by students from the Washington Heights area who participated in a photojournalism workshop last spring conducted by the DOT Office of Safety Education and Safe Kids NYC and sponsored by FedEx. The kids took photos of the traffic environment in the neighborhood that showed their view of traffic safety, particularly for pedestrians.
