Hylan Boulevard Select Bus Service
S79 Select Bus Service started in September, connecting Hylan Boulevard, Richmond Avenue, and Bay Ridge, Brooklyn
The New York City Department of Transportation (DOT) and MTA New York City Transit (NYCT) conducted the Hylan Boulevard Transportation Study to improve traffic flow, transit service, and safety on the corridor between the Staten Island Mall and the 86th Street R station in Brooklyn, via Richmond Avenue and Hylan Boulevard. With community input, the study developed a project for Select Bus Service (SBS) on Hylan Boulevard, which launches on Sunday, September 2, 2012.
The Hylan Boulevard Corridor
Hylan Boulevard is the only continuous north-south route on the South Shore of Staten Island. On a typical weekday, 44,000 vehicles and 32,000 bus riders use the 17-mile-long corridor. About half of the bus riders use the local S78 and S79 buses, and half use one of eight different express routes. Three quarters of bus riders have commutes longer than an hour, with congestion contributing to these long travel times. The corridor also has some of the biggest safety challenges on Staten Island, rating in the 98th percentile of crashes in the years 2006–2010.
The goals of the Hylan Boulevard SBS project are to improve local and express bus travel time and reliability, improve traffic flow at congested intersections, and improve safety for all corridor users, including motorists, transit riders, and pedestrians. As part of the study, DOT and NYCT analyzed through and turning traffic on the corridor, surveyed parking activity, and analyzed transit ridership. To develop a full picture of how people use the corridor, the two agencies surveyed local merchants and conducted extensive public outreach for feedback from stakeholders.
DOT and NYCT used the information collected to develop transit, traffic, and pedestrian improvements. These include:
- Beginning Limited-stop service on the S79 bus route
- Streamlining the S79 route to reduce travel time
- Implementing bus lanes in appropriate locations along Hylan Boulevard and Richmond Avenue
- Optimizing signal timing and introducing Transit Signal Priority
- Repairing sidewalks and installing pedestrian islands at crosswalks
- New bus shelters
- New and repaired concrete pads at bus stops, for a smoother roadway
- Installing left turn bays and other traffic geometry improvements
- Adding travel time information for drivers
The effects of these improvements were evaluated along the corridor, taking into account transit travel times, traffic flow, traffic and pedestrian safety, parking, delivery access, other issues of concern to project stakeholders. The project plan was presented to the public, and suggested feedback was incorporated into the project. S79 Select Bus Service begins service on September 2, 2012, and the roadway improvements will be implemented in 2012 and 2013. - 2013–2014—Complete long-term improvements, including Transit Signal Priority and concrete bus pads
Community outreach for the Hylan Boulevard Transportation Study includes a Community Advisory Committee, public meetings, and outreach to specific stakeholders, including local merchants. Throughout the study, design and implementation process, DOT and NYCT have been using this outreach strategy to foster a dialog between the stakeholders and the agency and ensure full community engagement.
Community Advisory Committee
NYCT and DOT convened a Community Advisory Committee (CAC) to provide guidance in the Hylan Boulevard Transportation Study. The CAC is comprised of a broad range of stakeholders, from elected officials to Community Boards to major area institutions. The role of the CAC is to:
- Provide opportunities for input in project design
- Provide stakeholders with information to share with their constituencies about project details and outreach efforts
- Ensure that key issues are identified and addressed
Public Meetings and Open Houses
Public meetings and open houses also took place at key points to inform and gain input from the CAC and the larger public. Presentations with question and answer sections occurred at public meetings, while the open house format allowed the public to view information boards on their own time, to have one-on-one conversations with project staff and to comment on SBS design plans.
