Description:
Anyone charged with the supervision of a pet shop or business for the sale, grooming or boarding of cats, dogs, or other small animals must first obtain a certificate indicating successful completion of a course in animal care and handling, which is administered by the New York City Department of Health and Mental Hygiene's Health Academy. Not everyone working at the pet shop, grooming or boarding establishment must possess a permit, but a supervisor with the permit must be on the premises while the business is operating at all times.


This course is offered up to twice yearly depending on demand, typically in May or June and again in October or November. The course is offered over two full days (4 sessions), from 9AM to 12:00PM and 1:00PM to 4:00PM.


Participants who complete the course and are successful at the final examination are issued certificates. This certificate does not expire.



The information on this page is designed to explain how to meet the New York City health code requirement that anyone who is charged with the supervision of a pet shop or business successfully complete a course in animal care and handling. It does not encompass other health-related aspects of owning and operating a pet shop, animal boarding or grooming establishment, nor does it address other requirements.

Steps to Apply Online:

    Steps to Apply Offline:
    1.  Go in person to the Citywide Licensing Center, located at the address below, to register for the course.
    2.  Pay the course fee. See below for payment information.
    3.  Go to the Health Academy on the date the course is being offered. The Health Academy is located at the Riverside Health Center, Room 109, 160 West 100th Street, New York, NY 10025.
    4.  Present a government issued photo ID to the Health Academy before taking the course
    5.  Attend all sessions of the course, and take the final examination
    6.  You will receive a certificate upon successful completion of the course’s final examination.
    7.  If you fail the course's final examination you must re-register, pay an additional fee and take the course again.

    Taking the Animal Care and Handling course and receiving a certificate for successful completion of the course does not satisfy all of the regulatory requirements of other City and State Agencies. It is the business owner's responsibility to apply for all other permits, licenses, and authorizations required by other City and State Agencies.


    Failure to comply with all relevant regulations, including those under the jurisdiction of other Agencies, may result in the suspension of DOHMH permits until proof of compliance is provided.
